Job Description

Job Purpose:

The High Performance Manager (HPM) is responsible for overseeing and coordinating High Performance and Pathway Development operations at the Singapore Combat Sports Centre (SCSC), Singapore's national training hub for combat sports. The HPM supports the development, implementation and continuous enhancement of an integrated athlete development system across all SCSC-affiliated National Sports Associations (NSAs), encompassing national team programmes, athlete performance pathways from youth to elite levels and the provision of structured performance support. The role also involves working closely with National Coaches and NSA High Performance personnel to ensure effective programme delivery, alignment with performance objectives and the provision of holistic support to athletes within the SCSC ecosystem.

The HPM reports directly to the Performance Director / Performance Consultant of SCSC and is responsible for the coordination, monitoring and operational execution of High Performance programmes and initiatives. The HPM will work under the strategic and technical guidance of the CEO and Performance Director / Performance Consultant. The HPM will provide ongoing support to NSAs High Performance teams and National Coaches. All planning, implementation and execution of High Performance programmes and pathway initiatives will be undertaken in alignment with SCSC's High Performance strategy and subject to the approval and direction of the Performance Director / Performance Consultant.

Key Duties / Responsibilities:

The role will cover six key areas of the organization -

1. HP Planning and Coordination

2. Budgeting and Resource Management

3. Programme Management and Implementation

4. Performance Support Services Coordination

5. Athlete Performance and Pathway Management

6. Governance, Reporting and Stakeholder Coordination

1. High Performance Planning and Coordination

- Support the development, implementation, and monitoring of SCSC's High Performance strategy and athlete development framework across all affiliated combat sports.

- Work with the Performance Director / Performance Consultant and NSAs to align national training programmes, athlete categorisation, and performance pathways from youth to elite levels.

- Monitor programme effectiveness and provide recommendations to enhance athlete performance outcomes and system efficiency.

2. Programme Management and Implementation

- Coordinate the planning and execution of national training programmes, training camps, competitions, and High Performance initiatives conducted at SCSC.

- Work closely with National Coaches and NSA High Performance personnel to ensure programmes are delivered effectively and in alignment with agreed performance plans.

- Support the integration of shared High Performance services and resources across multiple NSAs within the SCSC ecosystem.

3. Athlete Performance and Pathway Management

- Support the monitoring of athlete progression across the High Performance pathway, including developmental, national, and elite athletes.

- Assist in the implementation and tracking of Athlete Development Plans (ADPs), athlete categorisation frameworks, and performance benchmarks.

- Coordinate athlete support services to ensure athletes are provided with appropriate training, competition, and performance support environments.

4. Performance Support Services Coordination (Sport Science & Sport Medicine)

- Facilitate coordination between NSAs and performance support providers, including Strength & Conditioning, physiotherapy, sport science, and sport medicine services.

- Support the implementation of integrated performance support systems to enhance athlete preparation, performance, and injury management.

- Work with relevant stakeholders to ensure athletes have access to appropriate support services aligned with High Performance objectives.

5. Budgeting and Resource Management

- Support the planning, utilisation, and monitoring of High Performance programme budgets in alignment with approved allocations and organisational priorities.

- Assist in ensuring effective and accountable use of resources to maximise athlete development and performance outcomes.

- Provide operational support for High Performance-related procurement and resource planning where required.

6. Governance, Reporting, and Stakeholder Coordination

- Support the implementation of High Performance policies, frameworks, and operational procedures across SCSC and affiliated NSAs.

- Prepare reports and provide updates on programme implementation, athlete progression, and High Performance initiatives as required.

- Serve as a key coordination point between SCSC, NSAs, coaches, and relevant stakeholders to ensure alignment and effective communication across the High Performance system.
