- Policies Formulation, Operations & Reporting
- Manage the Group's capital structure to optimise the balance between funding cost and financial risk.
- Formulate treasury strategies and plans to meet the Group's funding requirements.
- Evaluate and structure appropriate financing instruments to achieve an optimal capital structure.
- Monitor and project cash flow inflows and outflows to minimise funding costs and maximise returns on surplus cash.
- Maintain adequate banking facilities to support projected funding requirements and develop strong relationships with financial institutions.
- Monitor interest rate and foreign exchange exposures, and formulate appropriate risk management strategies.
- Establish appropriate KPIs and ensure timely preparation of treasury and management reports for the Group's C-suite.
- Oversee Group cash flow reporting, cash position management, forecasting processes and work closely with business leaders to optimise cash flow.
- Develop, review and recommend improvements to debt management policies, treasury processes and internal controls in line with industry best practices.
- Lead the implementation and enhancement of Treasury Management Systems (TMS) for debt financing, treasury transactions and cash management activities.
- Fund Raising
- Plan and manage the Group's fund-raising activities to ensure financing requirements are met on a timely basis.
- Lead the review and negotiation of financing terms proposed by lenders.
- Evaluate financing proposals and provide recommendations to Management.
- Review and negotiate financing and legal documentation with relevant stakeholders.
- For offshore funding, work closely with the Legal and Tax teams on funding structures, fund injections, bank account setup and fund flows.
- Develop appropriate foreign exchange hedging strategies on a project-by-project basis for offshore funding.
- Liaise with investment banks, financial institutions and external advisors to evaluate strategic financing and capital market opportunities.
- Debt Portfolio Management
- Supervise loan drawdowns, rollovers and timely repayment of loan interests.
- Oversee compliance with loan covenants relating to the Group's debt portfolio.
- Guide the review of cash flow positions for development projects with financing facilities to identify surplus funds or funding gaps.
- Interest Rate & Foreign Exchange Risk Management
- Identify and monitor interest rate and foreign exchange exposures across the Group's debt portfolio.
- Assess the need for interest rate and foreign exchange risk management, and recommend appropriate hedging strategies.
- Stay updated on interest rate and foreign currency movements, and analyse economic trends and market outlook.
- Develop and implement strategies to manage interest rate and currency risks, including transaction hedging and balance sheet hedging.
Job Requirements
- Bachelor's Degree in Finance, Banking, Economics, Accounting or a related discipline.
- At least 10 years of relevant experience in Treasury, Corporate Finance, Investment Banking or Capital Markets. Candidates with an Investment Banking background and experience in debt financing, structured finance, capital raising or project financing are highly preferred. Multi-product treasury experience and FMRP (Financial Markets Regulatory Practices) certification in Singapore will be an advantage.
- Experience in corporate financing, structured financing, syndicated loans, capital markets or investment banking transactions will be an added advantage.
- Strong interpersonal and stakeholder management skills, with the ability to interact effectively with employees and senior management across all levels to achieve mutually acceptable outcomes.
- Demonstrated determination and resilience in driving treasury initiatives, implementing policies and improving processes, even in challenging environments.
- Strong analytical, negotiation and commercial acumen with the ability to structure financing solutions that support the Group's long-term business objectives.
