As Head of Talent Acquisition for the Asia Region, you will lead strategic talent acquisition strategy, operations, and delivery across Singapore, Malaysia, Thailand and Hong Kong. You will build and scale a high-performing regional recruitment leadership team, partner with regional business leaders to shape workforce plans, and deliver a seamless candidate experience that supports growth, local market compliance, and employer brand excellence. This role combines strategic workforce planning, multi-country market intelligence, and operational excellence to attract technical, professional services, and leadership talent across the region.
Responsibilities:
Strategic Workforce Planning & Regional Leadership
- Define and execute talent acquisition strategy for Singapore, Malaysia, and Hong Kong aligned with global workforce plans and local business priorities
- Partner with regional business leaders, HR Business Partners, and country heads to set hiring forecasts, identify critical talent pipelines, and define skills priorities
- Lead employer branding, campus outreach, and talent community programs tailored to each market develop localized employer value propositions
- Act as senior strategic advisor to country and regional leadership on hiring risks, market insights, compensation benchmarks, and talent mobility strategies
Team Leadership & Operating Model Design
- Build, coach, and scale a regional talent acquisition function (recruiters, sourcers, recruitment operations specialists, vendor and RPO leads) based in Singapore
- Design and optimize operating models, RACI structures, and recruitment workflows to improve speed, quality, and cost-efficiency across all three countries
- Establish SLAs, performance scorecards, and career frameworks for TA professionals operating across APAC region.
- Lead cross-cultural team development and remote management of multi-country recruitment operations
Sourcing, Pipeline Management & Executive Search
- Oversee proactive sourcing strategies for hard-to-fill, technical, and senior leadership roles using talent intelligence, recruitment marketing, and local network development
- Drive talent pipelining, internal mobility initiatives, and localized campus and industry partnerships across all three markets
- Lead executive search and assessment for VP+ and C-suite appointments influence and govern senior hiring processes with rigorous selection methodologies
Metrics, Analytics & Technology Leadership
- Define and track regional KPIs: time-to-fill, quality-of-hire, offer acceptance rates, diversity metrics, cost-per-hire, and hiring manager satisfaction
- Leverage ATS/CRM platforms, sourcing tools, and recruitment analytics drive adoption of AI-enabled screening and assessment where appropriate
- Implement talent analytics dashboards and predictive modelling for workforce planning
- Manage regional recruitment budget, vendor and RPO performance management, and cost controls across all three countries
Compliance, Mobility & Candidate Experience
- Ensure recruitment processes comply with Singapore Employment Act, Malaysia employment law, and Hong Kong employment regulations
- Navigate visa and work pass requirements (Singapore Employment Pass and S Pass, Malaysia EP, Hong Kong General Employment Policy) partner with mobility and legal teams
- Champion culturally appropriate, high-touch candidate experience tailored to each market
- Ensure data privacy compliance (Singapore PDPA, Malaysia Personal Data Protection Act, Hong Kong PDPO) across all recruitment activities
Diversity, Equity & Inclusion
- Embed DE&I into sourcing and selection processes set measurable local diversity targets aligned with regional and global DE&I strategies
- Collaborate with Employee Resource Groups to improve representation in technical and leadership pipelines
- Adapt inclusive hiring practices for cultural, legal, and market nuances in Singapore, Malaysia, and Hong Kong
Requirements:
- Professional Experience: 18+ years in talent acquisition with progressive leadership responsibility 12+ years leading multi-country or regional TA teams
- Regional Market Knowledge: Proven experience managing recruitment across Singapore, Malaysia, and Hong Kong in fast-scaling, matrixed global organizations
- Local Expertise: Strong knowledge of local labour markets, employment law fundamentals, visa/work pass processes, and regional talent pools
- Team Leadership: Demonstrated ability to lead and mentor teams and recruitment professionals across multiple countries and time zones
- Technology Proficiency: Experience with Workday ATS, CRM platforms, AI sourcing tools, assessments, and recruitment analytics
- Strategic Stakeholder Management: Proven ability to influence C-suite and senior business leaders align hiring strategy with business, mobility, and compliance constraints
- Formal Qualification: Bachelor's/Masters degree (or equivalent professional qualification) in Human Resources, Business, Psychology, or related field
