Job Description

Ensuring the financial health, transparency, and compliance of SNM, aligned with the Charities Act, IPC guidelines, Sector regulators, Singapore Financial Reporting Standards (FRS), and internal governance policies.

Key Responsibilities

1. Strategic Financial Leadership

  • Lead long-term financial planning and sustainability strategy.
  • Advise Board and management on financial risks, reserves, and investment planning.
  • Provide financial insights for organisational direction and new initiatives.

2. Governance, Compliance & Risk Management

  • Lead the annual budget process and support departments in developing costed work plans.
  • Prepare rolling forecasts and conduct scenario planning.
  • Analyse monthly financial results and variance reports, recommending interventions as needed.
  • Serve as the key adviser to the EXCO, Admin and Subcommittees on all financial matters.
  • Ensure donors-restricted funds are properly tracked, managed and reported.

3. Subvention Oversight from Sector Regulators

  • Oversee governance for subventions and funding.
  • Engage sector leadership on funding issues, audit outcomes, and subsidy policies.
  • Ensure organisation-wide adherence to sectorregulators.

4. Financial Reporting & Board Engagement

  • Present financial reports and insights to the Board and FinanceCommittee.
  • Translate financial trends into strategic recommendations.
  • Oversee donor and restricted fund reports.

5. Budgeting & Forecasting

  • Partner with EXCO and HODs to develop long term financial strategies and annual operational budgets.
  • Lead organisation-wide budget planning.
  • Oversee multi-year forecasting and cost modelling.

6. Audit Leadership

  • Lead audit strategy for statutory, internal, and subvention audits.
  • Engage auditors and Board on audit matters.
  • Ensure corrective actions strengthen governance.

7. Donor & Grant Management

  • Oversee donor fund governance, IPC compliance, and reporting.
  • Align fundraising financial processes with governance standards.

8. Digitalisation & Systems Strategy

  • Lead financial system upgrades, ERP improvements, and automation initiatives
  • Oversee organisation-wide financial data governance.
  • Leverage technology to improve financial systems, processes and reporting efficiency.

9. Leadership & Capability Building

  • Mentor Finance Manager and team.
  • Build financial literacy across departments.
  • Drive culture of strong financial stewardship.

Job Requirements

  • Bachelor's in Accounting, Finance, or relevant discipline CA(Singapore), CPA, or ACCA preferred.
  • 10-15 years of finance experience with a minimum of 5 years in a senior leadership role nonprofit or healthcare sector experience preferred.
  • AIC subvention mechanisms, IPC governance, Singapore FRS, Charities Act, and procurement best practices.
  • Strategic financial planning, leadership, stakeholder engagement, audit management, risk management, analytical, and communication skills.
  • High Integrity, ethical standards, and a passion for contributing to the social service sector.
