1. Leadership & Governance
- Provide overall leadership for facilities, maintenance, engineering, and property management functions.
- Develop and implement facilities management strategies aligned with residents safety priorities.
- Lead, coach, and develop facilities and engineering teams to meet healthcare operational standards.
- Prepare and manage operating budgets, CAPEX, and long-term asset replacement plans.

3. Healthcare Compliance & Regulatory Management
- Ensure compliance with all relevant healthcare and building regulations, including: MSF, BCA, SCDF, NEA, MOM, and other applicable authorities
- Support licensing, audits, inspections, and accreditation requirements (e.g. MOH licensing, infection control audits).
- Maintain documentation, records, and statutory certifications required for healthcare operations.
4. Safety, Infection Control & Risk Management
- Implement and oversee fire safety management and emergency preparedness
- Work closely with clinical and infection control teams to ensure facilities and engineering systems support infection prevention and control (IPC) measures.
- Conduct regular risk assessments and ensure compliance with Workplace Safety and Health (WSH) requirements.
- Lead incident investigations related to facilities, engineering, or environmental safety.
5. Property & Asset Management
- Oversee building condition, healthcare space utilization, and asset lifecycle management.
- Maintain comprehensive asset registers for healthcare equipment and building systems.
- Plan and manage refurbishment, upgrading, and replacement of ageing infrastructure without disrupting clinical services.
6. Project & Renovation Management
- Manage healthcare facility projects, including renovations, A&A works, and system upgrades.
- Review and approve drawings, method statements, infection control risk assessments (ICRA), and safety plans.
- Ensure projects meet healthcare standards for safety, quality, and compliance.
- Work with management, architects, contractors and vendors to plan, manage, control and monitor project resources and timelines to best meet project objectives
7. Vendor & Contract Management
- Appoint and manage term contractors and service providers for engineering and facilities services.
- Ensure service contracts meet healthcare requirements, including response times for critical systems.
- Monitor contractor performance, compliance, and adherence to infection control and safety protocols.
- Liaise with utility providers such as PUB, SP Power as well as building/facility regulators to ensure smooth operations and statutory and regulatory compliance at times.
- Schedule and supervise M&E installation and building service maintenance work and coordinate the necessary inspections.
8. Stakeholder Engagement & Reporting
- Act as the key liaison with senior management, regulators, and external stakeholders on facilities matters.
- Provide regular reports on facilities performance, risks, incidents, and improvement plans.
- Advise management on facilities-related risks impacting residents care and business continuity.
Requirements & Qualifications
Education & Professional
- Degree in Engineering (Civil or M&E),Building or Property Management or relevant field.
- Professional certifications (PE, IFMA, PMP, or equivalent) are an advantage.
Experience
- Minimum 8-12 years of facilities, engineering, or property management experience, preferably in a healthcare or institutional environment.
Core Competencies
- Strong healthcare engineering and building services knowledge.
- Sound understanding of healthcare regulatory and licensing requirements.
- Experience working with infection control, fire safety, and emergency preparedness.
- Strong leadership, communication, and crisis management skills.
