Key Accountabilities
- The Head of ETF is the senior investment and platform leader accountable for the firm's end‑to‑end ETF business, spanning investment outcomes, liquidity, governance, regulatory engagement, and strategic growth of the ETF franchise.
- Based in Singapore, this role owns the investment integrity, scalability, and commercial success of regulated ETF platform distributed across Singapore and the broader APAC region. The Head of ETF provides functional leadership across all ETF portfolio management activities, including direct oversight of tax‑efficient, liquidity, and passive ETF strategies, and manages the Director – Portfolio Manager, Passive Tax & Liquidity ETF role and related teams.
- The position balances hands‑on senior investment judgment with platform‑level leadership, acting as the firm's senior ETF authority with regulators, exchanges, authorized participants, index providers, and institutional clients.
- ETF Platform Leadership & Accountability
- Own overall investment, risk, liquidity, and governance outcomes for the firm's ETF platform.
- Set and enforce the portfolio management operating model, standards, escalation protocols, and decision rights across all ETF strategies.
- Ensure consistency of ETF execution across asset classes while allowing for strategy‑specific differentiation (e.g., liquidity, tax optimization, income, niche benchmarks).
- Act as the senior escalation point for platform‑wide ETF issues, including market stress events, index dislocations, or regulatory concerns.
- Portfolio Management Oversight (Including Tax & Liquidity ETF)
- Provide direct line management and strategic oversight of the Director – Portfolio Manager, Passive Tax & Liquidity ETF, ensuring delivery against tracking, tax, and liquidity objectives.
- Review and challenge portfolio construction, replication methodologies, and implementation approaches across ETF strategies.
- Maintain oversight of index events, rebalances, corporate actions, and cash flows, ensuring scalability as assets grow.
- Ensure that tax‑aware and liquidity‑focused ETF strategies are executed in line with disclosures, regulatory expectations, and investor outcomes.
- Liquidity, Capital Markets & Market Quality Ownership
- Own senior oversight of primary and secondary market quality across the ETF range:
- Bid/ask spreads
- Premiums/discounts
- Depth and resilience
- Authorized participant engagement
- Serve as the firm's senior investment counterpart to:
- Authorized participants
- Market makers
- Exchanges
- Internal capital markets teams
- Lead ETF platform response during periods of market volatility, exceptional flows, or stressed liquidity conditions.
- Regulatory, Risk & Governance Leadership
- Hold senior accountability for ETF compliance with:
- Regulatory Bodies
- Prospectus commitments
- Index methodologies
- Internal risk frameworks
- Act as a senior representative in regulatory engagements, inspections, and audits, in partnership with Compliance and Legal.
- Chair or contribute at a senior level to:
- Investment committees
- Risk and liquidity oversight forums
- Product governance committees
- Ensure strong control frameworks across implementation risk, liquidity risk, tax risk, and operational risk.
- ETF Strategy, Product & Growth Agenda
- Define and own the ETF investment strategy roadmap, aligned with firmwide growth priorities.
- Partner with Product, Distribution, and Strategy teams on:
- New ETF launches
- Index selection and design
- Product evolution and enhancements
- Regional expansion initiatives
- Provide senior investment leadership in client, consultant, and institutional discussions relating to ETF.
- Assess structural and regulatory considerations for launching or scaling ETF across APAC or broadly.
- People Leadership & Capability Building
- Lead, develop, and mentor the firm's ETF investment talent, with direct management responsibility for senior ETF portfolio managers.
- Establish clear career pathways, capability expectations, and succession planning across the ETF platform.
- Set the cultural tone for accountability, discipline, collaboration, and investor outcome focus.
- Build a resilient ETF organization capable of scaling without degradation of standards.
Required Qualifications & Experience
- Bachelor's degree in Finance, Economics, Mathematics, Engineering, or a related discipline; advanced degree preferred.
- 15+ years of experience in ETF, passive investing, or index portfolio management, with senior leadership responsibility.
- Proven track record leading large‑scale ETF platforms across multiple strategies and market environments.
- Deep understanding of market structure, ETF liquidity dynamics, and index implementation.
- Strong working knowledge of regulatory requirements and ETF governance best practices.
- Demonstrated ability to operate at senior level, balancing investment excellence, risk, regulation, and commercial outcomes.
Preferred Credentials
- CFA designation strongly preferred.
- Experience overseeing:
- Tax‑efficient ETF
- Liquidity / cash / ultra‑short strategies
- Listed ETF and cross‑listing considerations
- Exposure to crisis or stress‑period ETF management is a strong advantage.
