Head of Enterprise Architecture, Cloud, and Data Platforms

Purpose

This role will drive and ensure the maturity of practice and excellence in the areas of Enterprise Architecture, Cloud engineering and provisioning, and Data and AI Platform assets for CIMB Singapore. The role will lead teams of enterprise and solution architects, Cloud Engineers, and Data and AI tech subject matter experts (SME), and provide advisory in these domains to the Head of Information Technology for CIMB Singapore.

1. Defining and keeping relevant the IT roadmap (SG IT Blueprint) across all IT Assets and IT related practices for CIMB Singapore
2. Ensuring alignment with Group CIMB standards and strictly gatekeeping localized standards.
3. Mentoring Enterprise and Solution Architects, Cloud Engineers, and Data and AI Tech SMEs.
4. Architecture standards definition and governance of IT assets from architecture and solution dimension
5. Managing day-to-day Cloud, Data & AI both change the bank and run the bank provisioning, assist team members to troubleshoot issues, coordinating systems patches, and ensuring compliance with banking regulations

This is a senior IT management role so in addition to Enterprise architecture, Cloud and Data and AI Tech, the expectation is full participation, thought and contribution across the gamut of the IT Dept assets and practices.

Responsibilities

• Custodian of the overall CIMB Singapore IT Blueprint.
• Formulate Architecture, Cloud, Data and AI objectives from a technology enablement dimension and devise the plans to achieve those objectives.
• Guide the design and continuous improvement of the Bank's IT Assets with a specialization in the Cloud, Data and AI related architectures.
• Ensuring that Enterprise Architecture, Cloud, Data and AI related IT operations remain current and relevant.
• Ensure high priority requests prioritized and matched with appropriate resourcing before commitment made via a demand management function.
• Annual budgeting of transformation initiatives.
• Drive the Cloud Journey and adoption of DevOps practices.
• Participate and contribute as core senior IT leadership in the organization beyond Core areas.
• Ensure that Enterprise architecture, and Cloud, Data and AI related IT systems and applications within our organization meet the needs of the business while adhering to security best-practices, compliance and regulatory requirements.
• Work closely with business units to understand the requirements (of the projects and enhancements) and align accordingly.
• Advise Unit heads and Head of Information technology on Enterprise Architecture, Cloud, data and ai domain
• To advise the management on all Enterprise architecture, Cloud, Data and AI matters and sets directions for complying with regulatory inquiries, inspections and audits.
• Communicating SG IT Blueprint to a range of stakeholders and provide sound advisory.
• Actively involves in projects or issues of high complexity that require in-depth expert level knowledge across multiple technical areas and business segments (internal and external), demonstrate strong expertise and sound judgement.
• Establish Cloud, Data and AI architectures and keep abreast of Group Cloud, Data and AI initiatives and ensure alignment where applicable.
• Conducting a continuous assessment of Industry best practices and identifying areas for improvement
• Displaying sound judgement and decisiveness in ensuring that corporate information is well protected and secured.
• Ensuring regulatory and PnP compliance for all Cloud, Data and AI related.
• To champion Cloud, Data and AI related awareness among the organisation
• Managing the Cloud, Data and AI related budget and communicating this with appropriate parties
• Project Steering Committee oversight over Cloud, data and ai related projects
• Enforce enterprise architecture and solutioning governance over new IT assets and IT driven projects at Country level and serve as the Singapore representative in equivalent group architecture and solution governance.
• To regularly update management via established reporting templates and interval (e.g. monthly and yearly) for support, development and projects
• Ensure SOP exist and are minimally annual reviewed and updated to maintain clear and documented procedures on all relevant processes.
• Unit Supervision
• Lead a team of Enterprise and Solution Architects, Cloud Engineers, and Data and AI Tech personnel, manage and prioritize demands from different business units, operations units for resource allocation, and ensuring efficient day-to-day system support activities
• Assign tasks, monitor performance and provide technical guidance to resolve issues arising from demand and project delivery.
• Ensure adherence to IT best practices and SOP for project SDLC, incident, problem and change management.
• Document procedures and processes for day-to-day systems support activities for the team.
• Provide guidance to Enterprise Architecture, Cloud, Data & AI team members on complex technical resolutions and best practices.
• To manage vendors and ensure contractual obligations are met.
• To identify training needs for team members.
• To retain talented staffs who contribute a lot to the organizations.
• To foster a culture of collaboration both within team, within Department, and across bank.
• To foster a culture that accepts and champions transformation and improvement initiatives
• To foster an engineering and hands on mindset based on proactive acquisition of knowledge to be better able to drive transformation initiatives.
• To foster a culture of incrementally improving BAU operations via RCA approach to incidents and problems to incrementally improve knowledge and processes.
• To establish and maintain adhere of Enterprise and Solution Architecture, Cloud, Data and AI assets and related IT operational processes in compliance with regulatory and internal P&P.
• To ensure compliance with IT-Security, good project management practices, regulatory requirements and audit. Specifically:

• MAS Notices FSM-N05 (Technology Risk Management), FSM-N06 (Cyber Hygiene), MAS 658 (Outsourcing)
• MAS Outsourcing Guidelines
• Group Framework and Policies
• Group Guidelines and Checklists (in particular Group IT Security guidelines and checklists)
• IT Department SOPs.
• Define and adopt new standards for new components adopted on the Cloud.

Requirements

• Min. University Bachelor's Degree preferably majoring in Computer Science, Statistics, Informatics, Information Systems, or a related quantitative field. OR equivalent on the job expertise obtained.
• Possess following Professional Qualification:
• Professional certifications related to AWS Cloud (good to have); Certifications related to Zachman or TOGAF or any IEEE 1471 aligned architecture frameworks (good to have); Agile and DevOps certifications (good to have); PMP (good to have)
• Minimum of 8 years of experience in Data or AI related role or managing teams of data engineers.
• Minimum 8 years of experience with AWS or equivalent hyperscaler technologies in an engineering and/or mgmt or lead capacity
• Minimally 15 years of experience in IT Management or team lead role in general.
• Minimum 15 years of full software lifecycle development experience in large and complex systems within the financial sectors.
• Minimum 15 years of technical lead, project lead, and/ or team lead experience delivery large data, cloud and/or digital transformation projects.
• Minimum 8 years as a senior or lead architect in architecting and implementing enterprise business applications and technology architecture.
• Minimum 5 years experience commissioning Cloud landing zones and deploying workloads into the Cloud.
• Banking & financial services experience preferred.
