DEX is Singapore's trusted data-exchange digital utility- powering secure and interoperable data flows across key sectors such asSupply Chain & Logistics (SGTraDex), Built Environment (SGBuildex),Healthcare (SGHealthdex), and more to come.
The Head of Engineering leads DEX's engineeringstrategy, architecture, and delivery execution across the DEX platform andfuture sectoral DEXes. This role is responsible for building and scaling ahigh-performing engineering team, ensuring platform reliability, security, andscalability, and delivering digital infrastructure that supports national-leveldata exchange initiatives. The role works closely with Product, Business, andGovernment stakeholders to architect and operate secure, resilient, andscalable digital utilities.
The Head of Engineering will report to the ChiefOperating Officer.
What you will be working on:
Key Responsibilities:
Engineering Strategy & Leadership
- Define and execute DEX's engineering roadmapaligned with business and product strategy
- Lead architecture for multi-DEX platform supporting multiple sectors (trade, built environment, healthcare, etc.)
- Establish engineering standards, governance, and best practices
- Drive engineering excellence across reliability, scalability, and performance
- Build and mentor engineering leadership
Platform Architecture & Delivery
- Oversee end-to-end engineering delivery ofDEX platform and products
- Ensure high availability, scalability, andperformance of production systems
- Lead cloud architecture, microservices, APIplatform, and data exchange infrastructure
- Drive DevOps, CI/CD, and infrastructureautomation practices
- Ensure platform supports rapid deployment ofnew sectoral DEXes
Engineering Operations & Reliability
- Own system uptime, performance, and operational SLAs
- Establish incident management andoperational runbooks
- Drive observability, monitoring, and operational excellence
- Ensure secure and resilient infrastructure for mission-critical services
- Oversee platform cost optimization and infrastructure efficiency
Security, Governance & Compliance
- Ensure compliance with security frameworks(ISO27001, Cyber Trust Mark, SOC 2 Type 2 etc.)
- Lead secure engineering practices and dataprotection architecture
- Work with audit and security teams on governance requirements
- Ensure platform meets government-grade security standards
Team Building & Talent Development
- Build and scale high-performing engineering teams
- Establish engineering career pathways and competency frameworks
- Foster strong engineering culture focused on ownership and quality
- Mentor technical leads and senior technical staff
Cross-functional Collaboration
- Partner closely with Product, UX, and Business teams
- Work with government agencies and external technical partners
- Support technical discussions with stakeholders and industry partners
- Provide engineering input for strategic initiatives and roadmap planning

What we are looking for:
Experience
- 12+ years of software engineering experience
- 5+ years in engineering leadership role(Head / Director / Lead)
- Experience building and scaling large platform systems
- Experience managing multiple engineering teams
- Experience in cloud-native architecture and microservices
