Role Overview

We are seeking an accomplished and strategic leader to head the Digital Solutions Business Unit, responsible for delivering enterprise-grade digital platforms and applications.

This role requires a strong blend of business leadership, product strategy, and delivery excellence, with deep experience in enterprise software platforms and OEM partnerships (e.g. ServiceNow, SAS, Elastic, AWS, Azure, Google Cloud). The successful candidate will drive reusable, scalable digital solutions while ensuring operational rigor, financial performance, and alignment with Singapore's digital vision.

Key Responsibilities

Strategic Leadership & Business Ownership

  • Lead the Digital Solutions Business Unit with full P&L accountability.

  • Define and execute the BU's long-term business, product, and technology strategy.

  • Align product offerings with Singapore's digital initiatives and national frameworks

  • Establish and govern product roadmaps, ensuring customer-centric outcomes, innovation, and sustainability.

Product & Solution Development

  • Drive the design and delivery of enterprise-grade digital solutions, including workflow systems, portals, case management platforms, and data solutions.

  • Champion the development of reusable, modular, and scalable solutions across government agencies.

  • Translate emerging technologies, including AI-enabled capabilities, into practical and deployable solutions.

OEM Partnerships & Platform Ecosystem

  • Build and expand strategic partnerships with enterprise software OEMs to enable co-innovation, platform integration, and licensing strategies.

  • Oversee platform integrations to ensure alignment with enterprise architecture, security, and development standards.

  • Manage vendor relationships, contracts, and performance to ensure delivery outcomes align with commercial and technical commitments.

Programme & Delivery Excellence

  • Provide executive oversight of complex, large-scale government programmes, ensuring delivery on time, within scope, budget, and quality expectations.

  • Lead escalation management, risk mitigation, and recovery strategies for critical programmes.

  • Establish robust delivery governance and assurance across the BU.

People Leadership & Capability Development

  • Lead, mentor, and grow high-performing teams comprising product managers, enterprise architects, engineers, and delivery leaders.

  • Foster a culture of collaboration, accountability, innovation, and continuous improvement.

  • Build succession pipelines and ensure teams are skilled, certified, and proficient in modern delivery methodologies, platforms, and DevSecOps practices.

Customer & Stakeholder Engagement

  • Act as a trusted advisor to senior government stakeholders, ensuring solutions meet strategic, operational, and policy objectives.

  • Serve as executive sponsor for key government accounts and initiatives.

  • Maintain strong relationships with customers, partners, and ecosystem players to ensure sustained value delivery and satisfaction.

Qualifications & Experience

  • Minimum 10 years of leadership experience in enterprise software delivery, public-sector digital transformation, or large-scale technology programmes.

  • Proven track record managing complex, multi-agency enterprise platforms and integrations.

  • Extensive experience building and managing partnerships with leading enterprise software OEMs.

  • Strong expertise in contract management, vendor negotiations, and programme governance.

  • Certifications in Agile, DevSecOps, or programme management (e.g. Scrum Master, SAFe, PMP) are advantageous.

  • Experience delivering cloud-based and AI-enabled solutions is a strong plus.
