Job Description

The role owns enterprise demand management, business and process analysis, solution architecture, portfolio prioritisation, project management, and the Centres of Excellence for AI, Integration, and Automation including specialist engineers embedded within these CoEs. Working closely with the Chief Digital & Technology Officer, and Business Leaders, this role ensures NFC invests in the right digital initiatives, at the right time, with clear outcomes and delivery readiness.

The Head of Digital Enablement works in close partnership with the Head of Application Services and the Transformation Office to translate business intent into delivered digital outcomes. While Digital Enablement sits within Digital & Technology, this role operates as a bridge across Business, Engineering, and Transformation ensuring strategic initiatives are shaped, prioritised, and executed in a coordinated way across the organisation.

Enterprise Demand Management & Governance

  • Own the single front door for all digital demand across NFC
  • Design and operate the Demand Control Board
  • Establish initiative categorisation and approval pathways
  • Ensure requests are well-formed (problem statements, scope, value, dependencies)
  • Maintain portfolio visibility and prioritisation
  • Provide transparency on pipeline, capacity, and delivery sequencing

Business Analysis & Process Enablement

  • Lead business analysis and process analysis capabilities
  • Partner business teams to clarify problems and redesign workflows
  • Translate business needs into structured solution requirements
  • Identify simplification and optimisation opportunities before technology is applied

Solution Architecture

  • Own solution intent and high-level architecture design
  • Define platform choices and integration patterns
  • Ensure alignment with enterprise architecture and security standards
  • Partner Engineering to transition solution designs into build-ready delivery

Portfolio Prioritisation & Project Management

  • Lead portfolio planning and prioritisation
  • Own project governance and execution management
  • Manage dependencies across Engineering, Security, Operations, and Business
  • Track progress, risks, and outcomes across initiatives
  • Ensure delivery readiness and benefits ownership

Centres of Excellence (AI, Integration & Automation)

  • Establish and lead Centres of Excellence for AI, Integration, and Automation
  • Manage specialist engineers within the centre of excellence (CoEs)
  • Define standards, frameworks, and reusable components
  • Build accelerators, reference architectures, and automation assets
  • Identify high-impact use cases with business leaders and relevant stakeholders
  • Enable adoption while maintaining governance. Comply with IT governance framework, including security and resilience.
  • Track productivity gains and business outcomes

Leadership & Capability Building

  • Build and lead multi-disciplinary teams across project management, business/process analysis, solution architecture, CoEs
  • Develop internal capability and career pathways
  • Foster strong collaboration within and beyond Digital & Technology team
  • Build a culture of clarity, accountability, and continuous improvement

Requirements

  • Degree in Engineering or related field with at least 12 years of working experience preferably in the government sectors, education, IT, or technology fields.
  • 8+ years in digital transformation, enterprise delivery, or enablement leadership
  • Minimum 3 years of Project Management experience
  • Minimum 2 years experience in a Scrum Master (Certified) or equivalent software delivery role
  • Minimum 3 years working experience in an agile environment as a full stacked developer or technical lead
  • Proven experience in IT business analysis, application solutioning and design, testing, system integration, security considerations
  • Proven experience in both Day 1 (implementation) and Day 2 (maintenance) roles
  • Good understanding of customer/user experience, design thinking, user story mapping
  • Excellent stakeholder engagement and communication skills
  • Strong background in demand management, portfolio governance, and business analysis
  • Experience leading Centres of Excellence with embedded engineers
  • Senior stakeholder leadership across complex organisations
  • Comfortable operating in matrix environments
