RESPONSIBILITIES

About the job

We are seeking an experienced and strategic Head of Human Resources to lead and oversee the full spectrum of HR functions at our Singapore Region, which comprises of:

  1. Singapore Regional Headquarters
  2. Peacehaven Group
  3. Children and Youth Group - Gracehaven and The Haven
  4. Migrant Workers Ministry Group - The Salvation Army Sojourn Programme and Carehaven
  5. Prison Support Services
  6. Family Support Services
  7. Praisehaven Retreat Centre.

This is a key leadership role responsible for driving people strategies, strengthening organisational capability, and ensuring that HR practices align with our mission, values, and statutory requirements.

Reporting to the Regional Director of Women's Ministries and Personnel Officer, you will partner closely with senior leadership, Boards, and Centre Heads to shape a future-ready workforce and foster a positive, values-driven workplace culture.

KEY RESPONSIBILITIES

Strategic Leadership & HR Oversight

  • Lead the full spectrum of HR functions, including manpower planning, recruitment, compensation & benefits, performance management, learning & development, and employee relations.
  • Develop and implement HR strategies aligned with organisational goals, policies, and statutory requirements.
  • Provide strategic advice to senior management and Boards on HR matters, emerging trends, and workforce issues.
  • Represent the organisation in professional and business networks to strengthen partnerships and industrial relations.

Organisational Development & Change Management

  • Drive organisational capability building through strategic initiatives and HR transformation projects.
  • Lead change management efforts, ensuring effective adoption of new processes, systems, and organisational structures.
  • Promote a culture of continuous improvement, teamwork, and ethical stewardship.

Talent & Performance Management

  • Implement talent management frameworks including succession planning, career development, and competency management.
  • Oversee performance management processes to drive engagement, accountability, and development.
  • Champion leadership development and staff capability building across the organisation.

Employee Relations & Workplace Culture

  • Foster a positive and inclusive work environment through effective communication, engagement, and employee relations practices.
  • Support Centre Heads in managing grievances, disciplinary matters, and organisational effectiveness professionally.
  • Promote employee well-being, team cohesion, and a healthy workplace culture in line with organisational values.

HR Operations, Governance & Compliance

  • Ensure robust HR systems, policies, and processes are in place and compliant with audit and legal requirements.
  • Oversee HR data management, reporting, and records to support decision-making and regulatory reporting.
  • Manage departmental budgets and resources effectively within fiscal guidelines.
QUALIFICATIONS
  • Bachelor's degree in Human Resources, Business Administration, or related field
  • A seasoned HR leader with at least 10 years broad experience across all HR disciplines
  • Strong strategic thinking with the ability to translate vision into actionable plans
  • Proven track record in organisational development and change management
  • Excellent stakeholder management and influencing skills, with experience engaging senior leadership and Boards
  • Passion for developing people and building high-performing teams
  • High level of integrity, professionalism, and alignment with The Salvation Army's mission and values
