Job Description

EMCC is a well-established counselling agency that has been serving individuals, couples, and families for over 25 years through counselling, mediation, training, and educational programmes. Our mission is to help individuals and families navigate relational challenges, build emotional resilience, and promote psychological health and mental wellness within the community.

We are seeking an effective and experienced Head, Corporate Services to provide strategic and operational leadership across the organisation's corporate support functions. This role is critical in ensuring organisational effectiveness, sustainability, governance, and operational excellence in support of EMCC's mission and services.

Reporting directly to the Executive Director, the successful candidate will oversee finance, governance, human resource administration, information technology, client services, donor and grant management, office operations, procurement, and organisational systems. The role requires a highly professional individual with strong leadership, strategic thinking, and management capabilities.

Key Responsibilities

Financial Management &Governance

  • Lead the organisation's financial planning, budgeting, forecasting, and reporting processes.
  • Ensure accurate and timely monthly financial closing and management reporting.
  • Oversee cash flow management, annual audits, and statutory compliance requirements.
  • Prepare financial reports and presentations for the Board and senior management.
  • Serve as the organisation's appointed Data Protection Officer (DPO), ensuring compliance with PDPA requirements.

Strategic Planning & Organisational Development

  • Support the development and implementation of organisational strategic plans.
  • Drive process improvement and digital transformation initiatives across the organisation.
  • Develop and review organisational policies, SOPs, and operational controls to strengthen governance and efficiency.

Grants and Funding Management

  • Manage government and other grant funding requirements and reporting obligations.
  • Coordinate grant submissions, claims, and compliance reporting.
  • Support donor engagement initiatives and contribute to funding sustainability efforts.

Human Resource Management

  • Oversee recruitment, onboarding, and staff administration processes.
  • Support performance management, staff development, and workforce planning.
  • Ensure compliance with employment legislation and HR best practices.
  • Oversee staff training coordination, compensation, and benefits administration.

Information Technology& Systems Management

  • Oversee organisational IT systems, infrastructure, and cybersecurity measures.
  • Manage platforms and systems including Microsoft 365, document management systems (DMS), CorpPass, and access control systems.
  • Coordinate IT projects and manage external IT vendors and service providers.
  • Lead digitalisation initiatives to strengthen operational effectiveness and support counselling services delivery.

Operations & Administration

  • Oversee office administration, procurement, and facilities management.
  • Manage operational vendors and service contracts.
  • Ensure workplace safety, business continuity, and operational readiness.

Leadership & Team Management

  • Lead and supervise the Client Services and Corporate Services teams.
  • Provide coaching, mentorship, and performance management of his/her staff.
  • Foster cross-functional collaboration and contribute to a positive organisational culture.
  • Serve as a strategic advisor to senior leadership on corporate and operational matters.

Qualifications &Experience

  • Bachelor's Degree in Business Administration, Finance, Information Systems, or a related discipline.
  • Minimum 8-10 years of relevant experience in corporate services, operations, or organisational management.
  • At least 5 years of leadership and people management experience.
  • Experience in the social service or non-profit sector will be an advantage.
