The prime purpose of this position is to manage and develop a global SCM model for Cladtek encompassing procurement of raw materials, consumables, tools .and equipment and other items required by the Company for its projects and facilities, and the systems associated therewith. Ensure that the Company achieves its cost, schedule, quality, client commitment, and business continuity objectives all with the integrity and efficiency expected of a world class oil and gas industry operation.

Leadership Role
- Global Leadership and managerial aspects: Sets short, medium and long term departmental goals & objectives based on Cladtek Annual Business Objectives & KPI. Develop strategy, monitor progress, and ensure that goals and objectives are achieved on time, within the approved budget and in compliance with the pertinent policy and procedures at Departmental Level. Drive & deliver change management as required to streamline & optimize operations, proactively align and strengthen operations efforts, systems, and personnel to suit the growth and development of the business and the drive for continual improvement. Builds and maintains good relationships and alignment with departments internally as well as externally with outside suppliers, contractors, and related government agencies to have smooth operation.
- Organization and People Management: Review Organisation Chart quarterly and make sure a review and/or adjustment is made to meet with business objective. Monthly departmental manpower planning & identify critical position and retain the critical people. Review with HR Departmental salary structure, compensation and benefit, in order to attract and retain employee. Communicate with employee 6 weeks before employee's contract ends and communicate with HR the decision at the latest 2 weeks before end of contract. Standardise and streamline Quality organisation globally.
- Training & Competency Development: Review member's competency against performance expectation at departmental level. Validating training matrix and annual training plan. Provide or facilitate coaching & mentoring for member with the support from Training Team. Perform as Guest Speaker to represent Cladtek Management (including corporate materials), Subject Matter Expert for business related subject, and/or Trainer for Technical & Soft Skill program.
- Career & Performance: Identify successor for critical position and identify developmental areas. Provide clear objectives for member to perform and ensure the people to add it into PMS form. Initiate performance mid-year review, by reviewing the progress and the next target. Conduct performance closing communication and provide rating.
- Behaviour & Discipline: Provide high level direction to ensure operational excellence and discipline are achieved. Provide warning (level 1 and 2) and/or counselling for direct member. Provide immediate and/or not immediate award and/or appreciation to strengthen positive behaviours. Review departmental collective behaviour with HR Industrial Relation and Policy to reduce people cases and optimize to policy to avoid negative behaviour to be occurred in the future.
Technical Role.
- Proficient in ERP highly regarded
- Proficient in Cladded Welding Process and Cladded Spool Fabrication
- Proficient in Mechanical Lined Pipes Manufacturing and it's related Standards
- Proficient in Hot Induction Bending
- Establish, implement and maintain appropriate systems to manage and control all procurement activities of the Company with the primary objectives of ensuring that: (i) Required materials, equipment and consumables are purchased at an optimal price, are delivered in adequate time to suit the needs of the business/project and meet all technical, compliance and quality requirements. (ii) The procurement processes within the Company are cost effective and efficient and have adequate checks, balances and controls to ensure low risk of any improper or poorly optimized practices. (iii) Adequate consideration is given for planning of upcoming materials, equipment and consumables needs to ensure that risk of facility downtime or inefficiency is low, as is risk of not meeting client commitments. (iv) Adequate consideration is given to opportunities for bulk purchase and/or leverage of annual volumes to ensure optimal pricing and sub vendor support.
- Manage the Strategic Sourcing Team to ensure materials for all future projects demands are secured on time and within budget
- Manage the procurement and logistics team and ensure the team is optimally set up with appropriate duties and responsibilities including training and skills development, and appropriately monitored against productivity via KPl's to ensure the procurement function is delivered with maximum possible efficiency and effectiveness and to achieve high stakeholder satisfaction.
- End to end responsibility for timely purchase and delivery of all materials, equipment and consumables purchases from identification by end users to delivery into stores at Batam complete with documentation and testing requirements fulfilled and therefore ready for use by the user, including expediting and follow up on orders as needed.
- Manage logistics and shipping for all materials, equipment and consumables in line with required on site dates.
- Implement and drive Procurement Demand Planning coordinated with sales and operations.
- Review inventory and stock levels and establish optimised global buying plans .
- Company inventory levels suit production/project needs without tying up unnecessary cash.
- Negotiate payment terms with vendors to ensure company cash flow is optimized whilst not impacting delivery needs.
- Establish and implement global standard purchasing terms and conditions and negotiate deviations where appropriate in the overall best interests of the Company.
- Prequalify vendors for materials and equipment to ensure that Company standards specifications and supply chain quality requirements are met.
- Participate in management meetings and reviews and contribute meaningfully to ensure that the Company is achieving best possible outcomes in the procurement area.
- .Ensure adequate pricing support for materials and equipment is provided to estimating and projects for estimating, budgeting and forecasting purposes.
