Job Overview

The General Manager (Construction) is responsible for leading and overseeing all construction operations in Singapore, ensuring projects are delivered safely, on time, within budget, and in compliance with local regulations. This role drives business growth, operational excellence, and strong stakeholder relationships across both public and private sector projects.

Key Responsibilities

1. Strategic & Business Leadership

  • Develop and execute business strategies to expand the company's construction portfolio in Singapore and the ASEAN region.
  • Identify and secure new projects through tendering, partnerships, and client engagement.
  • Build relationships with developers, consultants, and government agencies such as the Building and Construction Authority.

2. Project & Operations Management

  • Oversee end-to-end project delivery (planning, execution, monitoring, completion).
  • Ensure projects meet timelines, cost targets, and quality standards.
  • Implement best practices in construction methodologies, productivity, and digital solutions (e.g., BIM).

3. Financial Management

  • Manage overall P&L, project budgets, and cost controls.
  • Review tender bids, contracts, and procurement strategies.
  • Drive profitability through efficient resource allocation and risk mitigation.

4. Compliance, Safety & Quality

  • Ensure full compliance with Singapore regulations, including workplace safety standards under the Ministry of Manpower.
  • Champion Workplace Safety and Health (WSH) initiatives to maintain a strong safety culture.
  • Ensure adherence to quality standards such as CONQUAS.

5. Team Leadership

  • Lead and develop project directors, engineers, and site teams.
  • Foster a high-performance and safety-first culture.
  • Oversee workforce planning, including management of subcontractors and foreign workers.

6. Contract & Risk Management

  • Oversee contract negotiation and administration (e.g., FIDIC, SIA forms).
  • Identify and mitigate project risks, including delays, cost overruns, and disputes.
  • Handle claims, variation orders, and dispute resolution.

7. Stakeholder & Client Management

  • Act as the main point of contact for key clients, consultants, and government bodies.
  • Ensure client satisfaction and long-term relationship management.
  • Represent the company in industry forums and regulatory engagements.

Requirements

Education & Experience

  • Bachelor's degree in Civil Engineering, Construction Management, or related field (Master's or MBA preferred).
  • Minimum 12-20 years of experience in the construction industry.
  • At least 5-8 years in a senior leadership role managing large-scale projects in Singapore.
  • Strong familiarity with local construction practices and authority requirements.

Certifications (Preferred/Advantageous)

  • Registered Professional Engineer (PE) with the Professional Engineers Board (preferred).
  • Workplace Safety & Health certifications.

Skills & Competencies

  • Strong leadership and people management skills.
  • Deep understanding of construction project lifecycle and contract management.
  • Excellent financial and commercial acumen.
  • Strong negotiation and stakeholder management skills.
  • Ability to manage multiple large-scale projects simultaneously.

Minimum Requirements (EP-Relevant)

Education

  • Bachelor's degree in Civil Engineering, Construction Management, or a related discipline.
  • MBA or postgraduate qualification is advantageous.

Experience

  • Minimum 12-20 years of relevant experience in the construction industry.
  • At least 5-8 years in a senior management or leadership role.
  • Proven track record managing large-scale construction projects in Singapore or similar markets.

Skills

  • Strong leadership and organizational capabilities.
  • Financial management and P&L experience.
  • In-depth knowledge of Singapore construction regulations and practices.
  • Excellent communication and stakeholder management skills.

Certifications (Advantageous)

  • Registration with the Professional Engineers Board.
  • WSH-related certifications.
