Job Description

Singapore Prison Service Multi-Purpose Co-Operative Society Ltd (SPS Co-op) is seeking a General Manager to provide overall leadership for the Society's operations, governance, and strategic development.

Executive Summary

The General Manager (GM) will provide overall leadership for SPS Co-op across two core functions. First, the GM will oversee the co-operative's governance, financial stewardship, lending and membership operations, compliance, and strategic execution to ensure sustainable performance and strong internal controls. Second, the GM will lead the growth of the co-operative's business operations by pursuing tenders and service contracts, building manpower capabilities to support service delivery, and strengthening profitability through effective operational expansion and stakeholder management.

Co-operative Governance & Operations Responsibilities

  1. Lead the Society's strategic planning, sustainability, and performance delivery.
  2. Translate mission and vision into annual workplans and measurable outcomes.
  3. Report progress and performance to the Committee of Management (COM).
  4. Implement policies and ensure compliance by all relevant parties.
  5. Work closely with the COM and Audit Committee (AC).
  6. Oversee day-to-day operations, lending activities, and internal controls.
  7. Manage budgeting, cash flow, cost controls, and financial reporting.
  8. Review payments and process loan disbursements.
  9. Oversee loan eligibility and administration.
  10. Approve staff leave and claims.
  11. Supervise membership administration (applications, dormant accounts, settlements and deceased members claims).
  12. Work closely with the vendor on the membership system and mobile app.
  13. Serve as the Investment Officer (IO) to the Investment Sub Committee (ISC) and is responsible for the day-to-day management of the investment of surplus funds.
  14. Monitor the Co-op's investment portfolio closely, actively and report to the ISC at least once every 3 months.
  15. Review and report the Co-op's management accounts, financial performance and compliance with applicable prudential requirements at the Quarterly COM meeting and half-yearly Board of Trustees (BOT) meeting.
  16. Represent the Co-op to work closely with the RCS, Singapore National Co-operative Federation (SNCF), members, and external stakeholders.
  17. Supervise executives and provide leadership and motivation to all employees.

Business Growth & Operations Responsibilities

  1. Lead and expand the co-operative's SPICE business operations, including identifying, pursuing, and securing tenders and service contracts.
  2. Prepare, coordinate, and oversee tender submissions and contract requirements to support business growth.
  3. Source, recruit, and deploy suitable manpower to fulfil operational and contractual service needs.
  4. Manage business operations effectively to strengthen service delivery, operational sustainability, and the co-operative's overall profitability.

Statutory & Appointment Requirements

Applicants must:

  • Be a Singapore Citizen or Singapore Permanent Resident (unless approved by the Registrar)
  • Not be an undischarged bankrupt
  • Not have been convicted of offences under the Co-operative Societies Act or involving fraud or dishonesty
  • Not have been dismissed, suspended, or removed from co-operative roles

Experience & Qualifications

  • Minimum 5 years relevant experience in accounting, audit, finance, or related fields
  • Experience in banking, financial institutions, or regulated environments preferred
  • Tertiary qualification or professional certification in Accounting, Business, Economics, or Finance
