Duties of the General Manager of M&E Department are:
1) Leadership to the M&E Team, both in Head Office and on Site, in compliance with Company Policies, for the professional and dutiful execution of their respective roles.
a. Corporate Targets
i. Plan and deliver in association with other departments the yearly and mid term award, sales and profit targets set by Corporate Head Quarters.
b. Human Resources
i. Develop career trajectories and competency training of all M&E staff.
ii. Set KPIs and monitor performance of all M&E staff.
c. Design and Tender
i. Ensuring the optimal design, including specifications and drawings, to develop a common basis for the quotation of each service in each tender.
ii. Develop and maintain a good pool of subcontractors to support the Company in Tender and Works.
iii. Obtain and assess critically competitive quotations in compliance with Company governance.
iv. Develop Value Engineering during tender and through works execution to improve on profit margins of the project.
d. Works
i. Develop and monitor execution and cost control plans for projects.
ii. Ensure M&E works quality and timeliness within working budget.
iii. Develop and maintain a Corporate QA/QC plan for in-process and post completion maintenance works so as to improve on current and future project quality.
e. Others
i. Subcontractors and Suppliers resources pool - develop and maintain excellent relationships to ensure that the Company has adequate support from these stakeholders.
ii. Any other ad hoc projects and tasks assigned by Management.
Qualifications Required General Manager, M&E Department
The following are critical criteria for the General Manager of M&E Department:
1. Reputable Mechanical Engineering or Electrical Engineering Bachelor's Degree
2. Proven capability to:
a. Undertake leadership role in a M&E Consultant, Main Contractor or Specialist Company
b. Develop services design in a design-and-built contract
c. Call and critically assess M&E tender quotations.
d. Execute effective cost control of M&E works.
3. Completed full project cycles of :
a. Data Centres or any M&E Intensive Facilities and
b. Private Residential projects or
c. Hospitality projects
The following criteria will be considered in the assessment of the suitability of the candidate:
1. Conversant in BIM for purposes of design and estimation
2. Green certification - e.g. BCA Green Mark Manager / LEED Professional
3. Develop / guide staff to develop in-house clear breakdown of contract costs for in-tender assessment and post-award contract administration.
4. Track record of main equipment procurement experience.
5. Good industry network
