Job Description
Role Summary/Purpose:
The Regional Program Manager will be responsible for developing, scoping, planning, and adequately executing medium to major construction projects (ie. Retrofits, Greenfield & Brownfield) ranging in scope from SGD S$5 million and above, as well as multiple smaller projects at non-strategic locations, in single or accumulated amounts. The Regional Program Manager will report to the UOB Group CRES Program Management Office (PMO) Lead. The role requires communication of ideas and requirements to all levels as well as great presentation skills.
Primary Responsibilities
- Responsible for the ASEAN / ASIA strategic countries mainly Malaysia, Thailand, Indonesia and China, specifically Vietnam, leading in execution program & projects in the global, with relevant industry project mgt 101 execution mindset reference to UOB Tollgate & UOB RPP policy. And other non-strategic countries such as New York, Syndey and other smaller countries.
- Responsible for operating an integrated program & project delivery, accordance to the developed Tollgates Flow-Chart & SOP / Playbook, across the team and setting up further processes to better meet the objectives of the Group CRES.
- Work with the various teams within the Corporate Real Estate Services functions to ensure the diverse activities on Programs & Projects that are managed and directed to meet Group CRES targets.
- Manage & create effective communication with internal stakeholders and external parties for every project and provide leadership, guidance and direction to fulfill business goals & objectives.
- Champion of safety, in planning projects, supplier selection (including designers, consultants, contractors and suppliers), and execution of projects.
- Collaborate with internal stakeholders to integrate sustainability, health and safety and wellness requirements into the various programs & projects within the Group CRES e.g. construction projects, office and branches fit outs and facilities management in a commercial building, with the Landlord's perspective
- Collaborate base building Green Mark certification in relevant Projects in Singapore and across to the region.
- Lead effort to identify & develop project parameters with the business requirements, based on technical aspect and along with the outline requirements of the projects, to lead the teams in the technical planning of projects, and document them in an executable and measurable format.
- Identify project objectives and develop plans and execution strategies that will best achieve projects deliverables, effectively review strategy with UOB business stakeholders for concurrence and acceptance.
- Lead effort to develop and implement a risk culture within teams & review strategy to manage UOB's risk in the areas of Environmental, Health, & Safety (EHS), cost, schedule, quality, and construction claims throughout the project cycle.
- Utilize & build neutral partnerships who are a part of the industries network in the planning, development, and (as required) execution of the projects.
- Lead & develop the initial project understanding of project milestones and associated schedule & estimated cost for Project. Build up core strength within PMO, within the team through guided team members in design learnings and building processes to ensure no repeated mistakes or misses through project execution, causing variation orders
- With our regional countries, to provide group oversight and advice on standardization of the execution of our projects to align with the Group, Benchmark rate for fit out, and with progression along the SMART & Sustainability initiatives journey
- Provide timely reports to our stakeholders & management, providing the project status in the areas of project safety, budget vs. committed vs. forecast, change order log, schedule (actual vs. planned), and issue log (identifying issue, responsible party, and date issue must be satisfied, etc.).
- Work with local or relevant industries Contacts & coordinately with UOB Central Procurement Operation (CPO) team to competitively select suppliers as outlined in the project plan. The Program Manager will work with Standard Contracts and relevant evaluation protocols, to measure and document suppliers in terms of safety, technical competence, financial strength, and adherence to contract documents.
- Administer contracts, manage change, control costs, and ensure compliance with contract documents. Leverage resources as required and agreed within CRES functions to accomplish the mission.
- Work with our customer, our partner, and our suppliers to develop and execute a turnover plan and schedule that meets requirements set forth in the Hang-Over plan and defined by the customer.
- Work with our partner, suppliers, customer, and implemented contracts to ensure project obligations are satisfied, contract documents satisfied, warranty information accrued to customer account, equipment manuals transferred to customer, as-built documents delivered to customer, obtain required releases from suppliers, and project is closed out financially and physically.
- Support Special Projects, such as Sculpture installation in KL & synergy across the region and coming up Vietnam – HCMC, Landscape synergy (Bonsai) across the region, suitability & adaptability and Penthouses, Plaza Ground floor Lobby entrance executive suite execution where relevant .
Qualifications Required
- Bachelor's degree in engineering, Architecture, Construction Science or related technical field
- Mininimum of 15 years experience managing projects either in commercial or integrated mix development working directly for an owner or as an owner's representative
- Minimum of 10 years experience leading a team; either internal or external parties, in successful integrated platform management experience
- Strategic mindset to alignment across regions, supporting overall business goals, preventing fragmented or conflicting initiatives across countries, to execute strategy consistently at scale, growing our own timber and ONE UOB mentality.
- Strong project management experience including identifying type of projects / projects objectives, developing project plans and execution strategies (must have experience as project leaders/developers, not only as superintendent / field engineer)
- Experience leading efforts to develop the project parameters based on technical and business requirements, along with the outline requirements of the project and document them in central platform for easy learnings & turns strategy into measurable ROI.
- Effective Governance & Standardization, to assist & establish common processes, tools, and reporting, leveraging current Tollgates, enables visibility and comparability across regions. Churning Best Practices and improving execution quality and accountability.
- Experience and familiar with Environmental, Health and Safety matters, Sustainability & SMART building features, and able to implement into relevant projects
- Effective communication matrix within internal & stretch out to external parties or relevant local agencies, to be able to leverage in all projects
- Proficiency in MS Office, including Excel, Words, Power Point & Projects
