Job Description

About Libeara

Libeara is rebuilding capital markets on-chain through its compliance-first approach to tokenising real-world assets. The company is backed by SC Ventures, the innovation arm of Standard Chartered, whose mission is to rewire the DNA of banking.

To date, Libeara's infrastructure has supported the tokenisation of more than US$1 billion in regulated assets, including the world's highest-rated tokenised US Treasury fund and Asia's first tokenised retail money market fund. With multi-chain interoperability and institutional-grade security and governance, Libeara is scaling access to real-world assets the right way: transparent, regulated, and on-chain.

Responsibilities

  • Implement and maintain AML/CFT policies, standards, and controls in line with regulatory and Group requirements
  • Conduct financial crime risk assessments and oversee the monitoring of suspicious activities
  • Manage the end-to-end process of transaction monitoring, investigations, and reporting of suspicious activity reports (SARs)
  • Stay up to date with the latest regulatory developments and industry trends in financial crime compliance, digital assets, and Financial Services
  • Provide advisory support to business units on the identification, monitoring, and mitigation of financial crime risks

Regulatory Compliance

  • Monitor and interpret regulatory developments relevant to the organisation's operations, including changes to laws, rules, and guidance issued by regulatory bodies
  • Conduct compliance risk assessments and gap analyses to identify areas of improvement
  • Manage regulatory reporting processes and ensure timely and accurate submissions
  • Provide compliance advisory support to business units on regulatory matters and new product initiatives

In addition, the right candidate will have the opportunity to help support Libeara's Enterprise Risk Management function by:

  • Collaborating with business units to ensure risks are appropriately managed and aligned with the institution's risk appetite
  • Providing advisory and risk management support from a 2nd line perspective across key processes

Requirements

  • Bachelor's Degree in a related field; professional certifications such as CAMS, CFE, or ICA are strongly preferred
  • Around 58 years of relevant Financial Crime and Compliance experience with a traditional Financial Services institution or a Fintech company; regulated digital asset exchange experience is an added advantage
  • Demonstrable working knowledge of the relevant regulatory frameworks (e.g., MAS, FATF, OFAC, etc.) and risk management principles and techniques is key; exposure to regulatory compliance work would be advantageous, but is not critical
