We are seeking a hands-on Finance Project Manager for a 12-month contract to spearhead the transition, data automation, and delivery of the newly updated MAS Notice 1012 framework. The primary focus of this role is to overhaul current reporting data architecture to handle the expanded scope of MAS 1012.
Key Responsibilities
- Lead the end-to-end delivery lifecycle (scoping, data lineage tracing, system configuration, UAT, and production go-live) to ensure full compliance with the updated MAS 1012 Large Exposure framework.
- Design workflows to integrate and aggregate data across both on- and off-balance sheet exposures, ensuring non-SGD facilities, derivatives, bank deposits, and equity investments are accurately captured under the new scope.
- Translate complex MAS 1012 definitions regarding connected counterparty groups (based on corporate control relationships and economic dependencies) into functional tech specifications for algorithmic client clustering.
- Configure systems to actively monitor and alert against the tightened large exposure limit of 25% of Tier 1 Capital.
- Establish robust User Acceptance Testing (UAT) strategies, focusing heavily on data reconciliation between core merchant banking books, risk calculators, and the target regulatory reporting engine.
- Document data dictionaries, process maps, and Standard Operating Procedures (SOPs) to ensure a clean, seamless hand-off to the BAU Finance team.
Requirements & Qualifications
- Minimum 6–8 years of Project Management or senior Business Analysis experience strictly within Merchant Banking or Corporate/Wholesale Banking environments.
- Direct, hands-on experience with MAS Notice 1012 or deeply familiar with Basel-aligned large exposure framework implementations.
- Solid grounding in counterparty credit risk (CCR), credit risk mitigation (CRM) techniques, and Tier 1 capital composition rules.
Technical Skills
- Proven track record implementing or upgrading credit concentration or Top 100 reporting templates within systems like Vermeg/AxiomSL, Wolters Kluwer, or internal regulatory data lakes.
- Experience working within Agile or Hybrid project governance frameworks.
Soft Skills
- A details-driven professional who understands how minor adjustments in data parameters can drastically alter a client's position in the Top 100 rank.
- Excellent communication skills to manage timelines and align priorities across Finance, Risk, and Group IT.
