APC operates with a lean, high-performing team, and as we enter a phase of thoughtful growth and organisational strengthening, we are seeking a Finance & Operations Manager to serve as a key backbone of the organisation.
The Finance & Operations Manager will oversee APC's financial management, operational systems, and governance processes, while supporting HR and people operations from a policy and compliance perspective. This role is suited for a mature, detail-oriented professional who enjoys building structure, ensuring compliance, and strengthening internal processes within a small but dynamic organisation.
The successful candidate will work closely with the CEO and programme managers, and will manage external vendors, including bookkeepers, auditors, corporate secretaries, and payroll providers.
. Lead annual budgeting and support quarterly forecasting processes.
. Prepare monthly management accounts and quarterly board financial reports and analyses.
. Oversee bookkeeping partner to ensure timely and accurate financial records.
. Manage invoicing, receivables, payables, and reconciliations.
. Oversee cash flow and liquidity management.
. Coordinate and manage annual external audit.
. Ensure compliance with financial policies and regulatory requirements, including reporting to the Commissioner of Charities.
. Strengthen internal financial controls and documentation processes.
. Liaise with the corporate secretary on statutory filings and AGM preparation.
. Maintain and update organisational policies (financial and operational).
. Ensure compliance with charity regulations, PDPA, and relevant Singapore requirements.
. Provide oversight of payroll processing and statutory submissions (CPF, IR8A, etc.), ensuring accuracy and compliance.
. Support the development and periodic review of HR policies, employee handbook, and governance practices.
. Partner with leadership to support the implementation of performance management and staff development.
. Ensure HR practices remain aligned with Singapore employment regulations and organisational needs.
. Strengthen HR and people operations systems and processes to support organisational growth and effective team management.
. Oversee vendor contracts and service providers.
. Identify operational inefficiencies and recommend improvements.
. Support cross-functional coordination to ensure smooth organisational execution.
. Minimum 5-8 years of relevant experience in finance or organisational operations.
. Experience in nonprofit, foundation, or lean organisational environments preferred.
. Diploma or Degree in Accounting, Finance, Business or related field.
. Strong knowledge of Singapore regulatory and employment requirements.
. Proficient in accounting software (e.g., QuickBooks) and Microsoft Excel.
. Some experience and familiarity with CRM systems (e.g., Salesforce, HubSpot) would be highly advantageous.
. Experience managing external vendors (bookkeepers, auditors, payroll providers).
. High attention to detail and strong sense of accountability.
. Ability to work independently and exercise sound judgement.
. Strong interpersonal skills and discretion in handling confidential matters.
