I. Duties and Authorities
Assist the Branch Manager in managing and operating the Accounting - General Affairs Department to carry out duties as stipulated in the Branch's organizational charter. Specifically:
1. Finance and Accounting
Responsibilities:
- Implement and monitor economic-technical norms, regulations of the Vietnamese State, the Company, and Singapore in the areas of finance, accounting, statistics, auditing, and taxation at the branch and relevant agents/partners.
- Organize accounting and statistical work fully and promptly record all arising economic transactions prepare and archive data, reports (accounting, statistics, etc.), books, and vouchers as required.
- Manage cash, assets, tools, transport documents, payables, receivables, and deposits/guarantees monitor, expedite collection, and classify debts take timely and necessary measures to prevent overdue debts, bad debts, and late payment penalties.
- Implement and monitor the execution of the Company's overseas purchase contracts in the market control service confirmations, verify payment documents, process payments, or prepare payment requests and transfer vouchers promptly in accordance with the Company's regulations.
- Carry out tax declaration, payment, and refund in accordance with Singapore regulations.
Support the Branch Manager in:
- Developing and issuing economic-technical norms, policies, and regulations in the areas of finance and accounting applicable at the branch.
- Developing, implementing, and monitoring the branch's budget plan.
2. Administration and General Affairs
- Assist the Branch Manager in ensuring the legal compliance of the branch's and the Company's business operations in Singapore.
- Assist the Branch Manager in managing Company-assigned and locally recruited staff organize recruitment, sign employment contracts, handle work permit procedures, statutory labor declarations, personal records monitor employee benefits at the branch according to delegated authority develop training and human resource development programs evaluate, commend, and discipline staff within the Department.
- Handle correspondence and filing in accordance with regulations coordinate with branch departments to manage and efficiently use resources.
- Serve as the focal point for managing and coordinating with specialized agencies on the branch's information technology matters.
3. Periodically report to the Branch Manager of assigned duties and provide recommendations (if any).
II. Qualifications and Standards
- Fluent in English and Vietnamese.
- Experience: Must have completed the overseas branch finance-accounting specialist training program, or be a Level 5 specialist at the Finance-Accounting Department of the Company for at least 3 years, or have served as a finance-accounting specialist at an overseas branch for at least 1 full term.
