Job Description

A leading government-backed organization in Abu Dhabi, is seeking an experienced OMP Finance Manager to lead financial governance, budgeting, forecasting, and financial planning across a large-scale strategic portfolio.

This is a high-impact leadership role responsible for ensuring financial transparency, strengthening governance and internal controls, supporting strategic decision-making, and partnering with senior stakeholders to drive operational excellence.

Key Responsibilities

  • Lead consolidated budgeting, forecasting, and financial planning activities across multiple business functions.
  • Review and validate departmental budget submissions to ensure alignment with strategic priorities and approved financial frameworks.
  • Monitor budgets against actual expenditure, perform variance analysis, and recommend corrective actions and cost optimization initiatives.
  • Prepare financial reports, dashboards, and executive summaries for senior leadership and governance committees.
  • Develop business cases, financial models, and scenario analyses to support strategic initiatives and major transformation programs.
  • Coordinate internal and external audit activities, financial reconciliations, and the timely resolution of audit findings.
  • Design, implement, and continuously improve financial policies, procedures, governance frameworks, and internal controls.
  • Oversee asset lifecycle management and procurement planning while ensuring compliance with established policies.
  • Partner closely with Finance, Procurement, and other business functions to strengthen financial management capabilities across the organization.
  • Mentor and develop team members while promoting a culture of accountability, collaboration, and continuous improvement.

Candidate Profile

  • Bachelor's degree in Finance, Business Administration, or a related discipline.
  • Professional finance qualification (e.g., CPA, ACCA, CMA, CIMA) is preferred.
  • Minimum of 12 years relevant experience (or 8 years for UAE Nationals) in financial planning, budgeting, financial governance, or business finance.
  • Strong experience in budgeting, forecasting, financial reporting, internal controls, audit coordination, and financial analysis.
  • Demonstrated ability to partner with senior stakeholders and influence strategic decision-making.
  • Excellent analytical, communication, and stakeholder management skills.
  • Experience within government, semi-government, public sector, infrastructure, healthcare, education, or other complex organizations will be advantageous.
