The Federation of Merchants Associations, Singapore (FMAS) is the national trade association representing heartland merchant & hawker associations as well as individual merchants and hawkers across Singapore. We work closely with government agencies, industry partners, and community stakeholders to strengthen businesses, uplift capabilities, and drive transformation across Singapore's heartlands.
FMAS also oversees key initiatives and entities, including the Hawkers Division and Heartland Enterprise Centre Singapore (HECS), a subsidiary focused on enterprise development and placemaking.
Finance & HR Manager (Corporate Functions)
(Title and remuneration commensurate with experience)
Role Purpose
The Finance & HR Executive /Corporate Functions Executive supports the centralised Finance and HR corporate function serving FMAS, FMAS Hawkers Division and HECS.
The role is employed under FMAS and is intended to strengthen operational support for FMAS as the parent entity and FMAS Hawkers Division, while also supporting HECS Finance and HR matters where required.
The role reports functionally to the Finance & HR Manager / Senior Manager, Corporate Functions for day-to-day Finance and HR work, and administratively to the FMAS Executive Director for FMAS-related work priorities, organisational alignment and performance oversight.
Key Responsibilities
1. Finance Operations Support
Assist with day-to-day finance operations including invoice processing, payment preparation, receipt tracking, claims checking, filing and data entry.
Support Accounts Payable, Accounts Receivable, bank reconciliation, project cost tracking and maintenance of finance records.
Assist in preparing supporting schedules, working papers and documentation for monthly reporting, year-end closing and audits.
Maintain proper records for FMAS, FMAS Hawkers Division and HECS transactions, ensuring documents are complete and properly filed.
Track expenses, claims, procurement records and supporting documents for FMAS and FMAS Hawkers Division.
2. HR Operations Support
Assist with HR administrationincluding staff records, onboarding documents, offboarding checklists, leaverecords, OIL trackers, payroll support and CPF/AIS preparation.
Maintain HR files, staffdocumentation, appointment letters, confirmation records and related forms.
Support recruitment coordination,interview scheduling, onboarding arrangements and staff administrative matters.
Assist with performance appraisaldocumentation and HR policy administration.
3. Audit, Compliance and Documentation Support
Compile and organise supportingdocuments for statutory audits, grant audits, internal reviews and managementreporting.
Assist in maintaining procurementrecords such as quotations, approvals, purchase documents and payment support.
Ensure proper filing and documentationin accordance with Finance and HR SOPs.
Flag missing documents, discrepancies,approval gaps or compliance concerns to the Finance & HR Manager and/orFMAS ED.
4. FMAS and Hawkers Division Corporate Support
Provide heavier operational support toFMAS and FMAS Hawkers Division in view of the role being employed under FMAS.
Support tracking of Hawkers Divisionmanpower, claims, procurement, project expenses and administrative records.
Assist in preparing informationrequired for FMAS management, Exco, Standco, Hawkers Division updates andother reporting needs.
Coordinate with internal teams toobtain supporting documents for claims, payments, procurement and HR matters.
5. General Corporate Administration
Support vendor coordination, officeadministration, filing, documentation and general corporate function matters.
Assist in maintaining shared trackers,templates, registers and administrative records.
Provide support for meetings, internalreviews and other corporate function tasks as assigned.
Requirements
Diploma in Accounting, Finance,Business Administration, Human Resource Management or related discipline.
1 to 3 years of experience in financeadministration, HR administration, accounting support or corporateadministration.
Basic knowledge of accounting, claimsprocessing, payroll support, CPF/AIS, filing and documentation.
Comfortable working with spreadsheets,accounting systems and administrative trackers.
Meticulous, responsible, discreet and willing to learn.
Able to support multiple entities and work in a lean team environment.
Strong follow-through and ability to maintain proper documentation.
