About Hope Village @ Kaki Bukit Recreation Centre
Hope Village is the new community concept at Kaki Bukit Recreation Centre (KBRC), operated by Hope Initiative Alliance. It serves as a welcoming and inclusive space for migrant workers and migrant domestic workers to rest, connect, and participate in meaningful programmes during their time off.
As one of Singapore's key migrant worker recreation centres, Hope Village brings together community outreach, volunteer engagement, partnerships, and programmes to support the well-being, social connection, and dignity of the migrant worker community. Through regular activities, events, and collaborations with community, corporate, and public partners, Hope Village aims to create a safe and vibrant environment where migrant workers feel valued and supported.
About the Role
Hope Initiative Alliance (HIA) is looking for a meticulous, mission-driven Finance Executive to join our team. This role is primarily anchored at Hope Village @ KBRC-a flagship social and recreational community hub for migrant workers.
Reporting directly to the Finance Manager, you will manage day-to-day transaction processing, claims, procurement workflows, and donor receipting. Operating under a Shared Services model, you will manage the financial accounts for Hope Village as your primary portfolio, while also supporting broader group-level accounts, donor databases, and finance operations of the parent IPC charity, Hope Initiative Alliance.
Key Responsibilities
. Hope Village Operations & Accounts Payable (AP):
○ Coordinate end-to-end AP workflows for Hope Village and general HIA activities: verify, code, and process monthly vendor invoices and staff claims.
○ Execute diligent pre-payment checks to prevent duplicate submissions and ensure absolute compliance with public-sector grant rules, the internal Finance Manual, the KBRC Procurement Framework, and the KBRC Subcontracting Framework.
○ Correctly assign account codes and project/cost centers to ensure perfect separation between Hope Village project costs and HIA head-office accounts.
. Accounts Receivable (AR) & Partner Invoicing:
○ Raise and issue monthly invoices to commercial tenants, programme partners, and corporate clients operating within Hope Village and HIA networks.
○ Monitor aging AR reports, prepare and issue Statements of Accounts (SOA), and coordinate professionally with external stakeholders to ensure timely collections.
. Donation Processing & System Reconciliations:
○ Record and reconcile incoming campaign, corporate, and individual donations across multiple platforms.
○ Utilize Empact Ka-Ching (Donor Management System) toaccurately track giving and issue tax-deductible donor receipts in strictcompliance with IRAS/IPC regulations for HIA.
. Government Grant Claims & Portals Support:
○ Assist the Finance Manager in preparing monthly and quarterly claims for relevant government funding and partner agencies.
○ Submit grant claims via Vendors@gov and manage ongoing grant tracking and verification queries.
○ Act as the administrative point of contact for external Government Grant Officers during verification stages.
. Academic/Professional: Diploma or Bachelor's Degree in Accountancy, Finance, or equivalent (LCCI Higher National Diploma holders with relevant experience are welcome).
. Experience: 1 to 3 years of hands-on bookkeeping, AP, or AR experience. Experience handling project-specific accounts, public grants, or following structured procurement frameworks is an advantage.
. Systems & Digital Literacy:
○ Hands-on experience with Xero or QuickBooks.
○ Experience with, or willingness to master, Donor Management Systems (e.g., Empact Ka-Ching).
○ Solid proficiency in MS Excel (VLOOKUP, Pivot Tables).
. Domain Knowledge: Foundational understanding of the Charity Accounting Standard (CAS), fund accounting, and compliance with procurement policies is highly regarded.
. Soft Skills: Outstanding attention to detail, strong sense of ownership, anda collaborative team-player mindset.
