Overall Job Responsibility
- Support Director, Corporate Services, to develop and execute the overarching strategy for Finance Dept in support of SG Enable's mission and vision.
- Support Director to build the capabilities and capacities of the Finance Dept.
- Lead the Finance Dept to execute all strategies relating to:
- Management of payment, accounting, reporting, budgeting, control compliance and cost controls.
- Promotion of efficiency in accounting and administration operations.
- Enhancement of processes and system of internal controls to safeguard SG Enable's assets and funds.
- Driving resolution of issues that have impact on SG Enable's controls, budgets and financial reports.
Duties and Responsibilities
Strategic Planning and Translation
- Support Director, Corporate Services, to develop and update SG Enable's strategy for Finance Dept, with senior management and Board input.
- Support Director to develop 5-year or annual workplans for the Dept, with key deliverables and KPIs.
Compliance & Governance
- Plan and execute framework, processes and reporting standards to ensure that SG Enable meets all relevant compliance and governance requirements and this shall include Singapore Financial Reporting Standards or Guidelines, Companies Act, Charity Council's Code of Governance, SG Enable's financial directives and any other regulatory requirements.
- Communicate compliance and governance requirements internally and ensure that all Heads of Divisions are provided with the necessary insights and process requirements.
- Lead review of financial reports and related compliance controls and risk management policies and systems.
- Drive audit and compliance projects arising from requirements from the Ministry, Charity Council, statutory bodies or Audit Committee.
- Support the secretariat role for the Finance and Development Committee meetings.
- Work with Company Secretary to ensure timely Annual General Meeting Held and proper filing of audited financial statements and annual returns with ACRA.
- Ensure timely filing of annual information with MCCY via Charity Portal.
- Work with internal stakeholders on submission of information required to ensure timely renewal of IPC status.
Financial Accounting Role
- Plan and execute financial processes, guidelines, controls and reporting.
- Review the financial reports and ensure that the accounts are prepared in accordance to the Financial Reporting Standards of Singapore and/or SG Enable's Financial Directives.
- Analyse the actual vs the annual budget and other relevant references and provide highlight of variances to Director.
- Analyse cashflow forecast, review banking activities and ensure bank reconciliation is timely executed.
- Verify and approve expense disbursements, fund disbursements, and any other payments taking into account of authorisation limits and signatory requirements.
- Work closely with the Internal and External Auditors and the Ministry on accounting reporting requirements, submission and other regulatory and compliance matters.
Block Budget
- Support Director in driving the 5-Year Block Budget Exercise which forms the core funding by the Ministry.
- Work with all divisions and lead review of funding requirements to be requested from the Ministry.
- Point of contact to front the queries from the Ministry and work with the divisions in addressing them.
- Point of contact for closure of Funding Agreements for Block Budget and continuously front all subsequent Variation Agreements.
Annual Budgeting
- Support Director in driving the Annual Budget Exercise which forms part of the Annual Work Plan.
- Plan to obtain SG Enable's direction for the coming year and set the framework and guidelines for the Annual Budget.
- Lead review of current year-to-date budget and actual expenses and issue the approved guidelines from CEO's office for the budget planning.
- Provide support on budgeting for schemes/programmes/grants or new initiatives for funders approval.
Procurement Advisories
- Plan and execute procurement procedures which is to be aligned with the approved Financial Directives.
- Advise end users on procurement policies and procedures to ensure compliance.
- Provide advisories on procurement related matters, where necessary.
Asset Management
- Ensure all fixed assets are accounted and institute strong controls in the management of assets with established asset tagging procedures and accounting, depreciation schedules, disposal procedures etc.
- Drive the periodic verification of assets recorded in the books vs the physical presence and condition of the assets.
- Recommend any asset write-offs and ensure that all disposals are authorized, executed and accounted.
Other Financial Matters
- Provide advisories on financial related clauses for funding agreements and contracts.
- Support fund raising activities with disclosure submission in the Charity Portal on a timely basis.
- Provide advisories to internal stakeholders on financial matters relating to their area of work, example donations and fund-raising activities.
- Work closely with internal stakeholders and external auditors in fulfilment of audit requirements by funders.
Internal Duties
- Lead the Finance Dept to execute all responsibilities listed above.
- Plan the division's manpower needs for each year.
- Attract, retain and develop a capable and professional department.
- Plan and steward the annual budget allocated to the Department.
Qualifications, Knowledge And Experience
- Professional qualification in Accounting or equivalent
- 8 to 10 years of progressive experience in finance, including 3 to 5 years in a senior management role.
- Experience reporting to senior leadership and supporting Board-level committees.
- Experienced in procurement related matters
- Excellent written and verbal in communication skills
- Ability to manage ambiguities in the course of work
- Able to contribute as part of a team, while working independently on individual responsibilities
