Job Description

1.) Role Purpose

As the Finance and Administration Officer, you will indirectly support the team on their project operations and activities. You will enable the team through your planning, coordination and communication to move forward with admin and finance related tasks. You will anticipate the needs of your Regional Director and team members to keep them focused on their projects by resolving operational, financial and administrative issues before they arise. You will have demonstrate an attention to detail when it comes to your tasks, especially in accounting and bookkeeping. You will be handling private and confidential information that must only be known to the Managing Director or Regional Director, and yourself. In addition to being organised and analytical, you possess the strong business judgment and communication skills needed to interact with a variety of people and job functions. Finance and Accounting

  • Maintain accurate and up-to-date accounting records in QuickBooks, ensuring accounts receivable entries reflect bank transactions promptly.
  • Process all payments and expense claims, ensuring each is supported by approved documentation andprocessed within delegated authority limits.
  • Support monthly bank reconciliations and maintain cash flow tracking, providing regular updates tothe Regional Director.
  • Support Project Managers in reconciling project costs, reimbursements, and expenses, and assist in budgetmonitoring and variance tracking.
  • Support preparation of monthly financial reports for submission to HQ and documentation packages for external audits.
  • Ensure timely payment of all applicable taxes to relevant authorities.

Office Administration

  • Manage the day-to-day operation and maintenance of the Singapore office, including recurring services such as utilities, telecommunications, internet, and office supplies.
  • Maintain inventory and asset records, and manage relationships with office and facility suppliers, ensuringcontracts are current and services delivered to standard.
  • Coordinate travel administration for the regional team, including flight bookings, visa applications, insurance, invitation letters, and required documentation in linewith organizational procedures.
  • Monitor key deadlines and provide administrative support to the Regional Director on ad hoc operationalmatters, handling all confidential information with discretion and in line withHELP's data protection policies.

Human Resources Coordination

  • Coordinate payroll processing with external payroll providers, ensuring timely and accurate submission.
  • Maintain employee documentation including contracts, amendments, and personnel records in accordance with HELP's data protection policies.
  • Support onboarding and offboarding processes, including work pass coordination and compliance withMinistry of Manpower (MOM) requirements.
  • Ensure statutory contributions and employment-related filings are submitted on time and in compliance with Singapore employment legislation.
  • Support recruitment logistics and documentation coordination as requested and assist with administration of student internship programs with clients and partner universities.

Statutory, Legal, and IT

  • Ensure timely submission of corporate, tax, and employment-related filings, maintaining all compliancedocumentation.
  • Liaise with external auditors, tax advisors, legal counsel, and government authorities as required,coordinating with HQ where relevant.
  • Ensure all legal contracts and corporate records are current and properly maintained.
  • Coordinate IT equipment procurement and liaise with IT support providers to maintain active maintenancecontracts and meet operational needs.

Decision Rights

You will decide: routine payment processing within delegated authority limits, vendorand service provider coordination, document management and filing, and standardoffice purchasing.

You will escalate: payments or commitments outside delegated limits, contractualchanges, compliance matters with legal or regulatory implications, andpersonnel matters requiring Regional Director or HQ approval.

What You'll Bring

Required

  • Diploma or degree in Accounting, Finance, Business Administration, or a related field.
  • Minimum 3-5 years of relevant experience in finance and administration in Singapore.
  • Proficiency in QuickBooks or equivalent accounting software.
  • Strong Microsoft Excel skills.
  • Working knowledge of Singapore statutory and employment regulations, including MOM requirements and work pass processes.
  • Strong organizational skills and high attention to detail.
  • High level of integrity and discretion in handling confidential information.
  • Strong written and spoken English.

Preferred

  • Certified Public Accountant(CPA) or Association of Chartered Certified Accountants (ACCA) qualification.
  • Experience in a not-for-profit, foundation, or international organization context.
  • Familiarity with multi-entity or multi-currency accounting environments.

Working Arrangements

This role is based in Singapore within HELP's Asia-Pacific office. It is a part-time position with the specific percentage allocation to be defined in the contract and the work schedule agreed with the Regional Director. Limited travel may be required (up to 10%) subject to operational needs.
