Job Description

Position Summary

The Facilities & Workplace Manager is responsible for leading the overall management of the Company's manufacturing facilities and workplace environment within its leased premises. The role ensures the safe, reliable and efficient operation of manufacturing utilities, workplace services and supporting infrastructure while driving statutory compliance, business continuity, operational excellence and employee wellbeing.

Reporting directly to the Chief Executive Officer, the incumbent develops facilities strategies, manages operating and capital budgets, oversees contractors and service providers, and partners with JTC and regulatory authorities to maintain a safe, compliant and productive workplace.

Key Responsibilities

  1. Facilities Operations & Engineering (35%)
    - Lead operation and maintenance of manufacturing utilities and facility systems.
    - Develop preventive and corrective maintenance programmes.
    - Support installation and infrastructure requirements for production equipment.
    - Drive facilities reliability, lifecycle planning and asset management.
    - Respond to facilities incidents and emergencies.
  2. Workplace& Corporate Facilities (25%)
    - Oversee office facilities, meeting rooms and employee welfare areas.
    - Manage outsourced housekeeping, pantry, pest control, landscaping and waste management services.
    - Coordinate office renovations, moves and workplace improvements.
    - Liaise with landlords and building management.
  3. Compliance, Risk & Governance (20%)
    - Ensure compliance with WSH, SCDF, NEA, JTC and statutory requirements.
    - Support ISO management systems and audit readiness.
    - Develop facilities policies, SOPs and governance standards.
    - Monitor contractor performance and service agreements.
  4. Strategy, Projects & Continuous Improvement (15%)
    - Prepare and manage OPEX and CAPEX budgets.
    - Lead sustainability and energy efficiency initiatives.
    - Monitor KPIs and prepare management reports.
    - Develop business continuity and emergency response plans.
  5. Stakeholder Management (5%)
    - Partner with internal departments to support operations.
    - Manage external consultants, contractors and vendors.
    - Maintain effective relationships with landlords and authorities.
  6. Decision-Making Authority
    - Review and recommend routine facilities maintenance and contractor activities within approved budgets.
    - Recommend CAPEX and strategic facilities improvements to the CEO.
    - Prioritise facilities resources during operational disruptions.
    - Select and evaluate facilities vendors in accordance with procurement policies.

Job Requirements

  • Bachelor's degree in mechanical engineering, Electrical Engineering, Building Services Engineering, Facilities Management or related discipline.
  • Minimum6 years of relevant experience in manufacturing or industrial facilities management with contractor and project management responsibilities.
  • HVAC, electrical distribution, compressed air, plumbing, fire protection, CMMS/BMS, project management, statutory compliance and asset management.
  • CFM, SCEM, FSM, CPE or equivalent certifications are advantageous.
