Job Description

Job Summary

Lead and manage technical personnel and vendors to deliver integrated facilities management services, ensuring preventive maintenance, compliance, and operational excellence across mechanical, electrical, and soft services within contractual scopes.

Responsibilities

  • Lead and coordinate technical personnel, specialists, and direct vendors across all disciplines within contractual work scopes to achieve operational objectives
  • Plan, implement, and oversee preventive maintenance programs for all services to ensure optimal facility performance and contract compliance
  • Manage mechanical and electrical (M&E) services maintenance and supervise soft services facilities management in collaboration with Assistant Facility Manager/Facility Manager
  • Respond promptly to operational issues and emergencies, minimizing disruption and ensuring swift resolution
  • Ensure all maintenance and project works adhere to planned schedules and contractual timelines
  • Conduct regular inspections to identify service rectification needs and evaluate team performance against contractual requirements
  • Monitor and track progress of all project works, ensuring timely completion and quality standards
  • Oversee Key Performance Indicators (KPIs) monitoring to ensure compliance with performance frameworks and contractual obligations
  • Facilitate effective communication within the team and with internal and external stakeholders to meet assigned KPIs
  • Manage non-compliance issues by coordinating with the Contracts Department to prepare appropriate responses
  • Ensure all project personnel, including vendors, subcontractors, and technicians, obtain necessary clearances before commencing work
  • Apply knowledge of the Workplace Health and Safety Act to advise on health and safety matters and ensure compliance
  • Conduct regular safety audits on-site in collaboration with the safety team to maintain a safe working environment
  • Utilize analytical and organizational skills to work independently and meet challenging goals within tight timelines
  • Demonstrate leadership by guiding teams to perform effectively under pressure in complex environments
  • Use proficiency in MS Office and email communication to support operational and reporting tasks

Required competencies and certifications

  • Minimum Diploma in Engineering, Building, Facilities, Estate Management, or relevant disciplines
  • Minimum 5 years of experience in a similar role managing government properties or statutory board facilities management
  • Proven experience in integrated facilities management (IFM) contracts management covering both soft and hard services
  • Familiarity with Workplace Health and Safety Act and ability to provide health and safety advice
  • Strong communication skills in verbal and written forms
  • Proficiency in MS Office and email applications

Preferred competencies and qualifications

  • Project Manager Certification or Green Mark Manager certification
  • Experience working with government or statutory board properties
  • Demonstrated ability to lead teams and manage multiple stakeholders effectively
