Job Description

The Facilities Manager is responsible for the effective and efficient operation of all venue facilities, building systems, and event infrastructure, ensuring they are safe, reliable, and fully operational to support events, tenants, and visitors.

Key responsibilities include overseeing engineering and maintenance, coordinating venue logistics, managing third‑party contractors and service providers, and maintaining high standards of venue presentation. The role also ensures compliance with regulatory requirements and manages budgets to align operational excellence with world‑class venue performance and customer satisfaction.

Reporting directly to the Head of Operations, this position will commence during the mobilisation stage, establishing systems, processes, and contractor relationships to prepare the venue for successful launch and ongoing operations.

ROLE & RESPONSIBILITIES:

Mobilisation Stage

  • Establish venue systems, processes, and SOPs for facilities operations prior to opening.
  • Onboard and align third‑party contractors and service providers to ensure readiness for launch.
  • Coordinate statutory inspections and certifications required under Singapore regulations (SCDF fire safety codes, BCA building standards, WSH compliance, Sustainability Protocols).
  • Support fit‑out, commissioning, and testing of building systems (HVAC, electrical, fire, plumbing, rigging, lighting, sound).
  • Witness and manage the handover process, including:
  • Testing and commissioning reports
  • As‑built drawings
  • O&M manuals
  • Equipment lists
  • Warranty and guarantee documentation
  • Spare parts inventory
  • Training for operations staff and contractors
  • Request and review consultant reports on roof and floor load, acoustics, life safety systems, and means of egress.
  • Ensure statutory certifications are obtained (elevators, building occupancy certificate, fire safety approvals).
  • Develop preventive and corrective maintenance schedules and ensure records are in place from day one.
  • Collaborate with the Head of Operations and General Manager to align mobilisation timelines with venue availability and stakeholder requirements.
  • Prepare venue presentation standards for BOH and FOH areas to ensure the venue opens in a safe, organised, and customer‑ready condition.
  • Ensure all mobilisation works are quoted, costed, approved, and compliant with WSH requirements before commencement.

Facilities & Building Operations

  • Oversee daily operation and maintenance of venue building systems, including HVAC, electrical, backup power, fire and life safety, lighting, sound, rigging, plumbing, drainage, and water treatment.
  • Ensure venue readiness for all events hosted in the venue
  • Conduct pre‑event technical readiness checks and post‑event inspections.
  • Manage preventive and corrective maintenance works across all aspects of the venue.

Event & Production Support

  • Work closely with the Production and Events Team to ensure efficient and safe event delivery.
  • Ensure venue staff, casual operations staff, and service providers deliver obligations in line with SOPs.
  • Provide technical guidance on power load, rigging load, floor load, and venue limitations.
  • Ensure temporary installations comply with safety, engineering, and regulatory standards.
  • Respond to and resolve technical issues during live events.

Vendor & Contractor Management

  • Manage service contracts (e.g., M&E maintenance, cleaning, pest control, sanitary services, HVAC, fire safety, waste management).
  • Evaluate contractor performance against KPIs and service standards.
  • Lead tendering, negotiation, and contract administration to ensure value and accountability.
  • Ensure compliance of all contractors entering the site with WSH requirements, maintaining attendance and service logs.

Budget & Financial Management

  • Prepare and manage annual facility OPEX and CAPEX budgets.
  • Control maintenance and operational costs while ensuring service quality.
  • Review technical proposals and approve procurement related to facility works.
  • Coordinate and facilitate approved major works and CAPEX programs, aligning timelines with venue availability and consulting with stakeholders and authorities.

Compliance & Reporting

  • Coordinate statutory inspections and maintain records for emergency and exit signs, lighting, egress paths, fire systems, and annual building inspections.
  • Prepare technical reports, KPI dashboards, and management presentations.
  • Support audits, inspections, and certifications (e.g., safety, sustainability, compliance).
  • Coordinate annual certification and testing of rigging and flying systems.

Venue Presentation

  • Ensure all BOH and FOH areas are consistently organised, safe, and well presented.
  • Carry out any other duties reasonably associated with the role to support venue operations.

REQUIREMENTS:

  • Minimum 8 years experiences in facility or engineering management. (with at least 2-3 years in supervisory role)
  • Experience in mobilisation/commissioning will be advantageous
  • Prior experience in live entertainment venues, theatres, or large public facilities is strongly preferred.
  • Have strong knowledge of mid-large-scale building systems and possessing event venue infrastructure knowledge would be highly beneficial
  • Have the good understanding of power distribution, rigging loads, and temporary event installation requirements.
  • Is self-motivated, adaptable and generally have a positive mindset to problem-solving.
  • Have experiences with facility management software.
  • Good leadership and people management skills.
  • Excellent budgeting, contract negotiation, and vendor management.
  • Project management and Risk management.
  • Strong problem-solving and decision-making skills.
  • Combination of office and on-site venue operations.
  • Ability to work effectively in diverse cultural environments.
  • Able to work weekends, after office hours and public holidays.
  • Ability to get on call for critical incidents during live events.
  • Carry out any other duties that are deemed reasonable and associated with the role.
