Job Description

OVERALL SUMMARY

The primary responsibility of this position isto serve as the central point of contact (PIC) for all Marine HR matterspertaining to the assigned vessels. Furthermore, the role involves providingsupport to Marine HR Managers across a range of activities including but notlimited to recruitment, training, performance management, as well asforecasting and planning for all ranks, including Vessel Management Teams(VMT).

AREAS OF RESPONSIBILITY

3.1 Recruitment and Crew Management:

  • Review monthly crew requirements, provideupdates to Marine HR Managers, and maintain regular communication with manningoffices to ensure timely response to recruitment needs.
  • Support the recruitment process by screening and shortlisting applications, conducting background checks, verifying qualifications, licenses, and medical records, and coordinating timely interviews for eligible candidates.
  • Evaluate and enhance recruitment workflows and operational systems of manning offices, implementing initiatives to attract and retain competent ship staff through diverse recruitment channels.

3.2 Vessel Manning and Scheduling:

  • Plan, administer, and monitor ship staffrotations, pooling, and team migration to ensure efficient manpower deploymentand utilization across the fleet.
  • Review unassigned staff, address performance or medical issues, coordinate with manning offices, and assign Vessel Management Team (VMT) ranks to vessels in compliance with company policies, STCW requirements, and relevant QSP/Manning Manual procedures, following approvals from Fleet/Operation Managers.
  • Compile and analyze manpower statistics and competencies to meet current fleet requirements, anticipate future needs from fleet changes, and evaluate potential promotions into VMT ranks to maintain optimal staffing levels.

3.3 Documentation / Process Compliance and Enhancement:

  • Maintain an efficient and audit-ready system for all new hires and rejoinders, including qualifications, certifications, experience, ITF renewals, and crew management records, ensuring accuracy and accessibility for planning and compliance purposes.
  • Ensure vessels comply with MLC requirements, EPS manning standards, and ISO procedures. Monitor and enforce adherence to company policies, STCW 95 requirements, and zero-tolerance standards for unqualified crew, escalating non-compliance to the Marine HR Manager as needed.
  • Liaise with manning offices, Crew Accounts, and relevant departments on leave requests, pension remittances, crew change overs, and new build deliveries, providing timely updates and approvals in line with company procedures.
  • Respond promptly to ship staff queries, educate manning offices on procedural requirements, and support process improvements to enhance efficiency, compliance, and overall Marine HR service delivery.

3.4 Training, Performance and Career Management:

  • Plan, organize, and manage office briefings andtraining sessions for new hires, existing Masters, Chief Engineers, andcandidates for promotion, ensuring all sessions are conducted efficiently andrecords are maintained.
  • Review crew appraisals for VMT ranks and other promotion-eligible candidates, identify exceptions, and follow up with Marine HR Managers and relevant operational stakeholders to ensure timely completion of evaluations.
  • Contribute to career planning and competency development initiatives, fostering an Employer of Choice reputation and supporting staff progression across ranks.
  • Provide guidance and on-the-job training to other Executives and respond promptly to shipboard and promotion-related queries, escalating as needed and performing other tasks assigned by Management.

Qualification / Experience

. Min Diploma (for local employees)

. At least 3 years experience with Marine HR related matters onboard ships or ashore

. Sailing experience with EPS preferred

. Adequate IT knowledge, e.g. Microsoft Word, Excel, Email

. Good communication skills - spoken and written English

. Good appreciation and dealing of cultural diversity

. Good knowledge of Fleet Marine HR processes and operations
