Job Description

[What the role is]

We are looking for an operationally strong and service-oriented leader to join the Mandai Operations Department (MAOD), which oversees the operations and maintenance of NEA's portfolio of memorial facilities. You will provide strategic leadership over end-to-end facilities management across Mandai Crematorium and Columbarium, Mandai North Crematorium, Yishun Columbarium, Kranji State Cemetery, and Garden of Serenity, and play a key role in delivering dignified, high-quality after-death care services to the public.

[What you will be working on]

You Will Be Responsible For The Following

  • Lead and manage a team of officers and outsourced contractors with 24/7 accountability for facilities management across the full portfolio of memorial sites, collectively serving more than 400,000 visitors annually.
  • Oversee daily operations, maintenance, repairs, and replacements of building facilities, mechanical and electrical (M&E) systems, landscaping, and soft services, and continuously refine operating procedures, maintenance regimes, and service standards across all sites.
  • Manage and administer a portfolio of facilities-related contracts, including facilities management, conservancy, landscaping, tree maintenance, and M&E services.
  • Ensure cost-effective acquisition of high-quality services across all sites through structured audit and inspection frameworks, regular performance reviews, and enforcement of liquidated damages where necessary.
  • Plan and manage budget requirements for operational and capital expenditures and ensure financial prudence and efficiency.
  • Plan and oversee preventive and corrective maintenance programmes for all facilities and assets, manage asset renewal and upgrading works, and drive improvement projects to enhance facility longevity and operational readiness.
  • Implement energy-efficient and sustainability initiatives to reduce the carbon footprint across the portfolio of facilities, and ensure compliance to safety, health, and environmental regulations and standards.
  • Analyse operational data to identify trends, root causes of recurring issues, and opportunities for continuous improvement in facilities management and service delivery.
  • Ensure that public feedback is handled promptly and in accordance with NEA's service standards. Handle sensitive or high-profile cases personally when necessary, and keep management informed of situations or incidents that could potentially escalate.

[What we are looking for]

Requirements

  • Degree in Facilities Management, Engineering, or a related discipline.
  • At least 5 to 8 years of experience in facilities, infrastructure, or building operations management, with a minimum of 5 years in a senior role with demonstrated leadership responsibilities.
  • Committed to serve the public with sensitivity, professionalism, and operational excellence.
  • Strong operational leadership skills, with the ability to manage complex portfolios and deliver results in a fast-paced environment.
  • Proven experience in managing large-scale contracts and multiple service providers.
  • Familiar with government operations, public service delivery, and regulatory compliance is highly desirable.
  • Safety-conscious, analytically rigorous and meticulous, with strong problem-solving and writing skills.
  • Willing to work in an after-death care services environment.
  • Willing to work beyond regular hours e.g. rostered weekends, peak periods, festivals, and emergencies.
