Job Description

The Opportunity

The Chandler Governance Group (CGG) is looking for an Executive/ Manager (Government Projects and Research) to work on and manage projects with government partners.

The right candidate will have suitable qualifications and/or experience in public policy and government administration, project management and delivery, stakeholder engagement and partnerships. Experience in research and the health and built environment sectors will be a plus.

We are hiring for this position on both a permanent and a 2-year contract basis, depending on the candidate's fit.

Key Job Responsibilities

(1) Environmental, institutional and process analysis

  • Conduct appropriate field research and analysis to obtain a holistic and practical understanding of the project environment, stakeholders, challenges and goals
  • Prepare and deliver succinct and informative presentations and assessments on the above to CGG management, government partners and other stakeholders

(2) Project scoping and planning

  • Assess opportunities for collaboration between CGG and government partners, based on analysis and assessments of the context and challenges
  • Draft or provide input on the project scope, terms of reference, key stages, workflow, costing and deliverables
  • Work with CGG Centres of Excellence, suitable experts and consultants, and CGG toolkits and frameworks, to design the project plan and key activities
  • Identify and resolve challenges and barriers to project scoping and planning

(3) Stakeholder engagement, communication and partnership

  • Develop effective working level relationships with key government partners and stakeholders in Singapore and overseas Build consensus with stakeholders through various means including running public focus group discussions
  • Engage in necessary work-related travel and/or overseas-based work in the support of project scoping, planning and activities
  • Support the maintenance of partnerships and networks with experts, contractors and service providers to facilitate project work
  • Effectively communicate CGG's mission, story, brand and work when speaking or making presentations to partners and stakeholders

(4) Project management and delivery

  • Manage the organisation and delivery of project activities, e.g. workshops, facilitated discussions, design sprints, fact-finding investigations, interviews, to achieve project milestones and deliverables
  • Manage project resources in a prudent and effective manner to support project delivery
  • Manage project experts, contractors and vendors to ensure timely and high quality of contracted project deliverables
  • Support project experts and internal teams in project delivery, e.g. conducting literature reviews, horizon scans, policy design
  • Anticipate and manage issues that occur in the course of project delivery
  • Prepare and deliver appropriate project presentations, status updates and progress reports to key stakeholders such as government partners, funders, and the CGG Board of Directors and leadership

Key Requirements

  • Graduate qualifications from a reputable institution in a relevant area such as public policy, public administration, political science, sociology, comparative politics, economics, or any other social sciences Good understanding of government, public policy and public service delivery
  • Constructive and helpful team player who can work well in groups
  • Independent and proactive self-starter with good sense of initiative
  • Creative problem solver who approaches situations and goals from different angles Good track record of project design, management and delivery to a high standard of quality
  • Native oral and written English proficiency
