[What the role is]
The Procurement and Administration Services Division (PASD) oversees NEA's procurement integrity and manages administration services by establishing policies, providing advisories, and supporting business needs. Under PASD, the Admin Services and Planning Department (ASPD) consists of dedicated professionals ensuring procurement compliance and delivering excellence in administrative support to enhance operational efficiency.
[What you will be working on]
Responsibilities
You will be part of a team that is responsible for procurement systems, providing support, engagement and, central sourcing while upholding proper procurement governance in NEA. You will support procurement functions by carrying out the following activities:
- Administer and enhance the existing procurement systems to ensure the system meets changing operational requirements and address policy updates
- Collaborate with internal and external stakeholders to transition and onboard new procurement systems and enhancements
- Lead procurement process and system reviews to improve operational efficiency while ensuring governance and compliance to Instruction Manual (IM) on procurement
- Identify business needs and develop/implement digital solutions
- Conduct engagement sessions to facilitate knowledge transfer and build competencies within the NEA procurement community
- Develop procurement initiatives and frameworks to enable central sourcing
- Explore demand aggregation of goods & services and other procurement levers to achieve cost optimisation
[What we are looking for]
- At least 4 to 6 years of experience in government procurement
- Familiarity with Instruction Manual (IM) on Procurement, GeBIZ, and GeBIZ Management Console (GMC) is preferred
- Proven experience in procurement system administration, development and enhancement
- Proficient in Microsoft Office and data visualisation tools
- Strong analytical, interpersonal and communication skills (writing and presentation)
- Ability to manage multiple priorities and stakeholders under tight timelines in a fast-paced environment
- Meticulous, resourceful, with a positive working attitude
