Job Description

Executive Director

The Executive Director (ED) will oversee and steer the CSPO strategic direction and day-to-day operations. The ED and the CSPO will drive the implementation of Singapore's cybersecurity professional accreditation framework. This role demands a balance of high-level administrative responsibilities and strong leadership. The Executive Director will report to and take guidance from the CSPP and Cyber Security Agency of Singapore (CSA).

Roles and Responsibilities

  • Manage the CSPO and overseeing its day-to-day operations, complying with CSPO's policies and regulatory requirements
  • Report to the CSPP and take guidance from CSPP and CSA on the strategic directions, policies, and priorities.
  • Develop and implement strategic plans to support CSPO's objectives.
  • Recruit, develop, and lead a small team comprising the Head of Accreditation and Standards, Head of Operations & Outreach, and Executive, fostering a transparent and collaborative organisational culture within CSPO.
  • Work with the appointed Expert Committees to ensure rigour in the accreditation process and outcomes, with the Head of Accreditation and Standards supporting the day-to-day coordination and technical work.
  • Maintain oversight of CSPO's financials, with the day-to-day management supported by the Head of Operations & Outreach.
  • Monitor and report on CSPO's financial performance to the CSPP and other relevant governing bodies.
  • Work with the Head of Operations & Outreach to advance CSPO's objectives by providing strategic direction for stakeholder engagement and partnership development.
  • Represent CSPO at community and corporate events, and at the highest levels of stakeholder engagement.

Education

  • Relevant qualification(s) in cybersecurity, information technology, computer science, engineering, or a related field

Experience

  • Minimum 15 years of relevant working experience in the cybersecurity or technology sector, with at least 5 years in a senior leadership or management role.
  • Proven track record in strategic planning and organisational management.
  • Experience in budget management and financial oversight.
  • Experience in working on professionalisation frameworks (e.g. Professional Engineers Board, Singapore Medical Council, etc.), workforce development, or certification programmes would be an advantage.
  • Experience working with or within government agencies, regulatory bodies, or professional associations would be an advantage.
  • Experience working with or reporting to a governing board, panel, or oversight body would be an advantage.

Skills and Competencies

  • Familiar with the job roles and technical competency of the various specialisations defined under ICT Skills Framework for Cybersecurity, the Operational Technology Cybersecurity Competency Framework (OTCCF), and other similar frameworks.
  • Possess strong leadership and people management skills, with the ability to lead and develop a small, high-performing team.
  • Possess excellent stakeholder engagement and relationship management skills, with experience working across government, industry, and professional bodies
  • Have strong written and verbal communication skills, including the ability to represent CSPO at public and corporate events
  • Have a sound understanding of employment regulations, cybersecurity policies and regulations, and industry trends in Singapore and internationally
  • Possess ability to balance strategic thinking with hands-on operational responsibilities
  • Have sound financial literacy and ability to provide strategic oversight of budgets and resources

Additional Information

Cyber Security Professional Office (CSPO)

  • Led by an Executive Director and three full-time staff, the CSPO will operationalise and administer the professional accreditation framework, with functions including strategy and planning, operations, partnerships, outreach, accreditation and standards.

Cyber Security Professional Panel (CSPP)

  • The CSPP will oversee the CSPO, the accreditation process, and provide industry-relevant guidance for developing standards. Panel members are practitioner leaders from government, industry, and academia.

Expert Committees

  • Support the CSPO and CSPP for specific cybersecurity specialisations (e.g. defining baseline standards for VAPT). Committee members are leading subject matter experts and may be drawn from industry and cybersecurity professional bodies.
