Job Description

Experience
Environmental Control Officer (ECO) supporting semiconductor fabrication facility construction projects in Singapore.
The role focuses on on-site environmental management, monitoring, and compliance, ensuring construction activities comply with Singapore environmental regulations and Client environmental requirements.
Candidates with hands-on experience in semiconductor fab or high-tech facility construction are highly preferred.

Years of Experience
Minimum 5 years of relevant site experience in environmental control for construction or engineering projects.

Licenses
1.Candidates shall possess qualifications and licenses in compliance with applicable local regulations and authority requirements.

2.Registered Environmental Control Officer (ECO) with the National Environment Agency (NEA), with registration valid and within the validity period, or candidates who have completed the ECO (Specified Construction Sites) training course and are eligible for registration.

Others
1. Diploma or Bachelor's degree in Environmental Engineering, Environmental Science, Civil Engineering, or related disciplines.

2. Familiar with Singapore environmental regulations, including environmental protection, pollution control, and waste management requirements.

3. Experience in the implementation and maintenance of Environmental Control Plans (ECP) and Erosion and Sediment Control Plans (ESCP).

4. able to communicate effectively with site teams, subcontractors, Clients, and authorities.

5. Able to work independently on site and proactively manage environmental control matters.

Responsibilities
1. Prepare and submit a Site Environmental Control Programme to the occupier of the construction site at least three weeks before work commences on the worksite, to meet the deadline for submission of the Site Environmental Control Programme to the Director-General of Public Health.

2. Ensure that the responsible unit has submitted the Erosion and Sediment Control Plan (ESCP) and that it is implemented accordingly.

3.Inspect the construction site to ensure all facilities and equipment relevant to the maintenance of environmental health are in proper working condition and do not pose any environmental health hazard.

4. Point out and discuss environmental health irregularities such as mosquito and fly breeding, rodent infestation, noise, dust, smoke or water pollution, poor housekeeping, earth littering, poor refuse management, and poor maintenance of sanitary facilities with the occupier of the construction site, and recommend measures to rectify such irregularities.

5. Attend to all feedback on such irregularities and inform the occupier of the construction site accordingly.

6. Report and submit a Site Environmental Control Report to the occupier of the construction site once every fortnight, on the 1st and 15th of the month.

7. Assist the authorities to investigate outbreaks of infectious, vector-borne, or food-borne diseases on the construction site.

8. Organize campaigns, training courses, and other activities to develop and sustain the interest of workers in maintaining good environmental health standards at the construction site.

9.The Environmental Control Officer (ECO) is responsible for introducing environmental awareness to all workers and staff at the site.

10. The role of an ECO is to advise the occupier of the construction site on what needs to be done.

11. The ECO shall look out for conditions/ situations in construction site which causes environmental health problems or are likely to cause environmental health problems. He should report these conditions/ situations to the occupier of the construction site together with recommendations on remedial measures to be taken to prevent recurrence. The main areas where the ECO should pay attention to are:

Disease-bearing insects and rodents

Proper disposal of construction waste/ marine clay

Noise, air and water pollution

Earth littering

Siltation of drains

Food hygiene in canteens

Proper maintenance of septic tank(s)/ holding tank(s), chemical/ portable toilet(s) and other sanitary facilities and
Any other environmental health matters, such as wash bays, silt traps etc.
