Environment, Health and Safety Manager - Integrated Energy Firm

Our client is an established commodities business with physical operations in Singapore. They are looking for an experienced QHSSE Manager to be the internal safety anchor across their commercial and operational business units.

The Role

You will own the Safety & Health Management System end-to-end — establishing, implementing, and maintaining HSE processes across multiple business units. This is a second-line function: you will review, audit, and challenge, ensuring BUs have the right controls in place rather than doing the hands-on hazard work yourself. Expect a mix of policy work, risk assessment reviews, internal audits, training coordination, and regulatory compliance management.

What You'll Do

• Conduct safety reviews across business units; identify non-compliance and drive rectification
• Establish and maintain the Safety & Health Management System and all WSH documentation
• Review method statements and risk assessments against WSH Act requirements
• Inspect and audit workplaces; support BUs in identifying foreseeable hazards and implementing controls
• Review and update BU workflow processes for policy compliance
• Organise and conduct HSE training, internal/external audits, tabletop exercises and emergency drills

What We're Looking For

• Minimum 8 years of HSE experience in a physical operations environment (terminals, marine, or commodity-adjacent industries preferred)
• Strong working knowledge of ISO 9001, 14001, and 45001 Management Systems
• Fluent in Singapore WSH legislation and familiar with MOM, NEA, and SCDF requirements
• Proven experience reviewing method statements, conducting workplace audits, and generating compliance reports
• MOM-registered WSH Officer or equivalent qualification preferred
