Job Description:
Cost Planning & Estimation
- Prepare detailed cost estimates, budgets, and tender submissions for ELV works.
- Analyze drawings, specifications, and project requirements to determine accurate quantities and costs.
- Conduct quantity take-offs and prepare Bills of Quantities (BQ).
Tender & Procurement Management
- Source and evaluate quotations from suppliers and subcontractors.
- Prepare tender comparisons and recommendations for management approval.
- Assist in negotiating subcontract agreements and procurement contracts.
Contract Administration
- Review and administer project contracts, ensuring compliance with contractual obligations.
- Monitor project costs and identify potential cost-saving opportunities.
- Maintain proper documentation for all commercial activities.
Progress Claims & Payment Certification
- Prepare and submit monthly progress claims to clients.
- Evaluate and certify subcontractor claims and invoices.
- Monitor payment status and follow up on outstanding accounts.
Variation & Change Management
- Identify, evaluate, and price variation orders.
- Prepare supporting documentation for variation claims and negotiations.
- Assess contractual implications of design changes and project variations.
Cost Control & Reporting
- Track project expenditures against approved budgets.
- Prepare regular cost reports, cash flow forecasts, and commercial updates.
- Highlight cost risks and recommend mitigation measures.
Final Accounts
- Prepare and negotiate final accounts with clients and subcontractors.
- Ensure timely closure of all commercial matters upon project completion.
Stakeholder Coordination
- Work closely with Project Managers, Engineers, Consultants, Clients, and Subcontractors.
- Attend project meetings and provide commercial advice when required.
Requirements
- Diploma or Bachelor's Degree in Quantity Surveying, Building Services Engineering, Mechanical Engineering, Electrical Engineering, Construction Management, or related disciplines.
- Minimum 3-5 years of relevant Quantity Surveying experience in ELV contracting, building services, or construction projects.
- Experience in commercial, Healthcare, industrial, data centre, or infrastructure projects will be an advantage.
- Strong understanding of ELV / M&E systems, construction methodologies, and contractual practices.
- Proficient in quantity take-off, cost estimation, and contract administration.
- Familiarity with standard forms of contracts (e.g., SIA, PSSCOC, FIDIC, NEC).
- Proficiency in Microsoft Office, especially Excel.
- Experience with QS software, AutoCAD, BIM, or cost management systems is preferred.
- Strong knowledge of PSSCOC standard forms of contract.
- Strong analytical and negotiation skills.
- Excellent communication and interpersonal abilities.
- Ability to work independently and manage multiple projects simultaneously.
- Meticulous, organized, and results-oriented.
