Job Description

Job Title:

Electrical & Instrumentation Quantity Surveyor (E&I QS)

Company: Sun Mec Engineering Solutions (S) Pte Ltd

Location: Singapore / Batam (as per project requirement)

Job Purpose:

To manage and control all commercial and contractual aspects of Electrical & Instrumentation (E&I) works across Sun Mec projects, including industrial plants, shipyards, offshore fabrication, and construction projects, ensuring profitability, cost efficiency, and compliance with client requirements.

Key Responsibilities:

1. Tendering & Estimation

. Prepare detailed cost estimates for E&I projects including:

. Cable laying, termination, and testing

. Instrument installation & calibration

. Panel installation (LV/MV, PLC, DCS)

. Review RFQs, drawings, and specifications from clients such as Sembcorp, Jurong Engineering, ST Marine, etc.

. Support management in pricing strategy and bid submissions.

2. Quantity Take-Off & Cost Planning

. Perform detailed quantity take-offs from IFC drawings for:

. Cables, cable trays, conduits

. Field instruments, control valves, analyzers

. Panels, JB, MCC, marshalling cabinets

. Prepare BOQ and cost breakdown structure for project execution.

3. Contract & Commercial Management

. Review and administer contracts (EPC / subcontract / manpower supply).

. Identify commercial risks and propose mitigation strategies.

. Ensure compliance with project contractual terms and conditions.

4. Project Cost Control

. Monitor project budget vs actual cost (material, manpower, equipment).

. Track productivity for:

. Cable pulling (m/hr)

. Instrument installation (nos/day)

. Provide cost reports and profitability analysis to management.

5. Variation Orders & Claims

. Identify additional works and prepare Variation Order (VO) submissions.

. Prepare and negotiate claims for:

. Scope changes

. Delay / disruption

. Acceleration works

. Evaluate subcontractor claims and finalize commercial settlements.

6. Progress Claims & Invoicing

. Prepare monthly progress claims with supporting measurements.

. Coordinate with site team for work progress certification.

. Follow up with clients for approval and payment collection.

7. Procurement & Subcontract Management

. Work closely with procurement team to:

. Evaluate vendor quotations

. Ensure cost-effective purchasing

. Manage subcontractor scope, measurement, and payment certification.

8. Site Coordination & Execution Support

. Liaise with:

. Project Managers

. Site Engineers

. Clients and Consultants

. Attend site meetings and ensure alignment between site progress and commercial claims.

9. Documentation & Reporting

. Maintain proper documentation for:

. BOQ, VO, claims, and contracts

. Prepare:

. Weekly cost reports

. Monthly financial progress reports

. Final account statements

Required Qualifications:

. Diploma / Degree in:

. Electrical & Electronics Engineering

. Instrumentation Engineering

. Quantity Surveying or equivalent

Experience Requirements:

. 5-10 years experience in E&I Quantity Surveying

. Strong exposure in:

. Industrial plants (Oil & Gas, Petrochemical, Power)

. Shipyard / Offshore projects (preferred for Batam operations)

. Experience handling Singapore clients and contract standards

Technical Skills:

. Strong knowledge of:

. PLC / DCS systems

. Field instrumentation and calibration

. Cable routing and installation standards

. Proficient in:

. AutoCAD

. MS Excel (cost tracking, formulas)

. Project planning tools (MS Project / Primavera - advantage)

Key Performance Indicators (KPIs):

. Accuracy of cost estimation (5% variance)

. Timely submission of progress claims

. Value of variation orders secured

. Project profitability margin

. Cash flow improvement (collection cycle)

Key Competencies:

. Strong commercial awareness

. Negotiation and claim management skills

. Detail-oriented and analytical

. Ability to work under pressure in fast-track projects

. Good communication with multinational workforce

Additional Requirements:

. Willing to travel to Batam / Malaysia / overseas project sites

. Ability to work in fast-paced EPC and shipyard environments

. Familiar with Singapore safety and quality standards
