About the Job
We are seeking an experienced, technically strong, and hands-on Electrical, Instrumentation, Control & Automation (EICA) Manager to take full ownership of electrical, instrumentation, control, and automation systems across our water, wastewater, desalination, and industrial utility project portfolio. This role spans the complete EPC lifecycle - from engineering design and procurement through installation, testing, commissioning, and plant handover - for facilities such as water treatment plants, sewage/wastewater treatment plants, RO/desalination plants, and industrial process utilities.
The ideal candidate is not purely a desk-based manager: they are expected to be personally hands-on with design work, PLC/SCADA programming, and on-site troubleshooting, while also leading multidisciplinary engineering teams, coordinating with consultants, clients, and EPC contractors, and driving quality, safety, and schedule compliance. This role requires flexibility to travel internationally (including project sites in India) and to respond to urgent project or emergency needs outside standard working hours.
Responsibilities
1. Electrical & Instrumentation Design and Engineering
- Personally lead and perform hands-on electrical design deliverables, including:
= Single-line diagrams (SLDs), control circuit diagrams, load lists, load flow/short-circuit/arc-flash studies
= Cable schedules, cable sizing and voltage drop calculations, cable routing/tray layouts
= Relay protection and coordination studies(overcurrent, earth fault, differential protection)
= Substation/switchroom layouts and equipotential bonding/earthing (grounding) grid design
= Lightning protection design - Personally lead and perform hands-on instrumentation deliverables, including:
= Instrument index/datasheets, hook-up drawings, wiring diagrams, and junction box (JB) schedules
= P&ID development and markup (instrumentation tags, control loops, interlocks)
= Cause & Effect (C&E) matrices and control narratives
= Instrument sizing calculations (control valves, orifice plates, flow meters, relief devices) and loop diagrams
= Hazardous area classification drawings(Zone/Division) and selection of ATEX/IECEx-certified equipment - Review and approve engineering deliverables prepared by the team, ensuring compliance with applicable codes and standards, e.g.:
= Electrical: IEC 60364, IEC 61439, IEEE standards, NEC/NFPA 70, and Indian standards (relevant IS codes, CEA regulations) for India-based projects
= Instrumentation: ISA standards (ISA-5.1, ISA-84for safety instrumented systems), IEC 61508/61511 (functional safety), relevant API recommended practices for process industries - Specify and evaluate equipment: HV/LV switchgear, power/distribution transformers, motors and VFDs/soft starters, MCCs/PMCC, UPS and battery systems, generators, field instruments (flow, pressure, level, temperature, analytical), control valves, and fire & gas detection systems
- Support procurement with technical bid evaluations (TBE), vendor document review/approval, inspection and test plans(ITPs), and factory acceptance testing (FAT) coordination
2. Control Systems: PLC, HMI, SCADA & Automation
- Develop control philosophy, functional design specifications (FDS)/detailed design specifications (DDS), and control narratives for PLC/HMI/SCADA systems, including membrane systems(polymeric/ceramic), mix-bed systems, and VFD networks
- Personally perform or closely supervise:
- PLC programming on Schneider Electric, Siemens, and Allen-Bradley/Rockwell platforms, per IEC 61131-3 programming standards
- HMI development using platforms such as Siemens WinCC, or equivalent
- SCADA system configuration and development using platforms such as Citect SCADA, GE iFIX, WinCC, or equivalent, including tag database design, alarm management, trending, and reporting
- Design and implement plant-wide industrial network architecture using protocols such as PROFIBUS, MODBUS, CANopen, and Ethernet, including Schneider + Siemens mixed-vendor networks
- Integrate control systems with Building Management Systems (BMS) and RTU systems as required
- Plan and execute factory acceptance testing(FAT), site acceptance testing (SAT), loop checks, and full functional/commissioning testing of control systems
- Develop and maintain system documentation: I/O lists, logic diagrams, network architecture drawings, alarm/event configurations, and as-built records
- Provide technical management consultancy and project management for ICA design & installation on behalf of clients/EPC partners where applicable
- Provide ongoing troubleshooting, performance optimization, and day-to-day maintenance leadership for control systems post-commissioning
3. Construction, Testing & Commissioning
- Oversee field installation for water treatment, wastewater/sewage treatment, RO/desalination, and industrial utility facilities, ensuring work is executed per approved design and quality standards
- Plan and lead site testing, pre-commissioning, and commissioning activities for electrical and instrumentation systems, including MV/HV switchgear (e.g., 6.6kV systems), VFD panels (e.g., 90kW-440kW+ratings), MCCs, and pump/motor systems
- Manage installation and commissioning of medium-voltage VFDs and associated HT switchgear modifications where required
- Troubleshoot design or installation issues on-site, providing hands-on technical resolution
- Coordinate site acceptance testing (SAT), loop checks, and functional testing with construction and commissioning teams
- Manage main contractor and in house team performance, and coordinate with core and cross-discipline teams (civil, mechanical, process)
- Ensure adherence to HSE requirements during construction and commissioning phases
4. Team Leadership & Development
- Manage day-to-day workload, priorities, and performance of the electrical, instrumentation, and controls engineering team
- Mentor and coach engineers and technicians, building technical capability across design, programming, and commissioning disciplines
- Identify training needs and support professional development plans for team members
- Foster a collaborative, safety-first, and quality-driven team culture
- Recruit, onboard, and evaluate team members as the department grows
5. Stakeholder & Project Coordination
- Represent the EIC discipline in project meetings with clients, EPC contractors, consultants, and regulatory bodies
- Coordinate closely with process, mechanical, civil, and project management teams to ensure integrated project delivery
- Communicate technical progress, risks, and issues clearly to senior management and clients
- Support project scheduling, budgeting, and progress reporting for the EIC scope
- Manage relationships with equipment vendors and inhouse team, including performance follow-up
Requirements
- Bachelor's degree in Electrical Engineering, Instrumentation & Control Engineering
- Experience in working Water Treatment System would be an advantage
- Minimum 15-20 years of progressive, international experience delivering EICA solutions for water, wastewater, desalination, industrial utilities, or mission-critical infrastructure projects
- Minimum 8 years in a technical leadership or managerial role overseeing multidisciplinary engineering teams
- Proven track record managing the complete EPC lifecycle - engineering, procurement, installation, and commissioning (FAT/SAT)- for municipal and industrial clients
- Experience across major/large-scale plants such as water treatment plants, sewage/wastewater treatment plants, RO/desalination plants, and power/industrial utility projects strongly preferred
- Experience working across Singapore, India, or other Southeast/South Asian project environments is a strong advantage
Technical Skills
- Strong, demonstrable hands-on experience in electrical design (SLDs, MV/HV switchgear, VFD panels, protection coordination, cable sizing, earthing/lightning protection) and instrumentation design(instrument datasheets, hook-ups, loop diagrams, C&E matrices)
- Proficient in PLC programming across ..Schneider Electric, Siemens, and Allen-Bradley/Rockwell.. platforms, per IEC 61131-3 programming standards
- SCADA system expertise in ..Citect SCADA, GE iFIX, and/or Siemens WinCC
- Accomplished in multiple automation/industrial network protocols: ..MODBUS, PROFIBUS, CANopen, and Ethernet
- Experience integrating Building Management Systems (BMS) and RTU systems with plant automation
- Experience managing installation/commissioning of medium-voltage systems (e.g., 6.6kV VFDs) and associated HT switchgear modifications
- Solid understanding of relevant electrical and instrumentation codes and standards (IEC, IEEE, NEC/NFPA, ISA, and Indian IS/CEA codes)
- Experience with FAT/SAT processes, loop checks, and full system commissioning
- Familiarity with hazardous area classification (Zone/Division, ATEX/IECEx) equipment selection
