Job Description

Job Summary

The EICA Senior Engineer is responsible for the design, engineering,implementation and commissioning of Electrical, Instrumentation, Control andAutomation (EICA) systems for municipal, industrial and ultrapure watertreatment plants. The role supports projects throughout the entire EPClifecycle, from tendering and detailed engineering through installation,testing, commissioning and project handover.

Key Responsibilities

  • Lead the design and engineering of Electrical, Instrumentation, Control and Automation (EICA) systems for water, wastewater and ultrapure water treatment projects.
  • Prepare electrical single line diagrams (SLD), control philosophies, instrument lists, I/O schedules, cable schedules, loop diagrams and termination drawings.
  • Prepare and review electrical load calculations, cable sizing, voltage drop calculations, short circuit studies and equipment selection.
  • Develop technical specifications and datasheets for MCCs, switchboards, PLCs, SCADA, VFDs, field instruments and control panels.
  • Review and coordinate electrical and instrumentation drawings prepared by vendors and subcontractors.
  • Prepare procurement specifications and conduct technical evaluations of suppliers and equipment.
  • Coordinate with Process, Mechanical and Project teams to ensure effective multidisciplinary design integration.
  • Support tender preparation by providing EICA engineering inputs, technical clarifications and cost estimates.
  • Supervise installation works, factory acceptance tests (FAT), site acceptance tests (SAT), loop checking and commissioning activities.
  • Configure or support PLC, HMI and SCADA integration with automation vendors.
  • Troubleshoot electrical, instrumentation and control system issues during commissioning and plant operation.
  • Ensure all EICA works comply with project specifications, Singapore standards, electrical regulations and client requirements.
  • Prepare as-built documentation, operation manuals and handover documents.
  • Mentor junior engineers and provide technical guidance throughout project execution.
  • Drive continuous improvement in engineering quality, safety, standardisation and project delivery.

Requirements & Skills

  • Bachelor's Degree in Electrical Engineering, Electrical & Electronic Engineering, Instrumentation Engineering or a related engineering discipline.
  • Minimum 5 years of relevant experience in Electrical, Instrumentation and Control engineering within EPC, water treatment, process plant or industrial projects.
  • Strong knowledge of Water and Wastewater Treatment Plants, Process Control Systems, Electrical Distribution Systems
  • Experience in designing and reviewing:
  • LV Power Distribution
  • Motor Control Centres (MCC)
  • PLC and SCADA Systems
  • Variable Frequency Drives (VFD)
  • Instrumentation and Process Control
  • Control Panels
  • Field Instruments
  • Good understanding of process instrumentation including:
  • Flow, Pressure, Level
  • Temperature
  • pH, ORP
  • Conductivity, resistivity
  • TOC
  • Dissolved Oxygen
  • Turbidity
  • Analytical Instruments
  • Familiar with PLC platforms such as Siemens, Allen-Bradley, Schneider Electric or Mitsubishi.
  • Experience with SCADA platforms such as WinCC, Ignition or Citect will be an advantage.
  • Knowledge of electrical standards, Singapore Codes of Practice, SS638, IEC standards and relevant safety regulations.
  • Experience in FAT, SAT, commissioning, performance testing and troubleshooting.
  • Able to review vendor documentation and coordinate multidisciplinary engineering interfaces.
  • Strong analytical, problem-solving and communication skills.
  • Self-motivated with the ability to manage multiple projects and meet deadlines.
  • Proficient in Microsoft Office and AutoCAD.
