Job Description
As a
Data Project Manager / Project Director, you will lead and govern large-scale, mission-critical
data, analytics, and AI programmes for Singapore Government agencies. This role focuses on delivery excellence, strong governance, and stakeholder alignment across complex, multi-vendor environments. You will translate policy and business objectives into well-governed, high-impact data and AI outcomes that meet public-sector standards.
What will you do
Programme & Project Delivery Leadership
- Lead end-to-end delivery of large-scale data, analytics, and AI programmes across multiple workstreams.
- Own project scope, schedule, budget, risks, issues, and dependencies in line with government delivery frameworks.
- Ensure projects are delivered on time, within budget, and to agreed quality standards.
Government Governance & Compliance
- Ensure compliance with public-sector governance models, procurement processes, and audit requirements.
- Apply NCS delivery methodologies and controls across all project phases.
- Maintain rigorous documentation, reporting, and change control expected in government programmes.
Stakeholder & Vendor Management
- Act as the primary interface between agency stakeholders, internal delivery teams, and external vendors.
- Manage multi-vendor delivery models, contractual obligations, and performance outcomes.
- Facilitate alignment across policy, business, data, and technology stakeholders.
Agile & Hybrid Delivery Management
- Drive Agile or hybrid delivery models while balancing flexibility with public-sector governance needs.
- Coach teams on Agile execution within regulated environments.
- Ensure clear delivery cadence, milestones, and outcomes visibility.
Executive Reporting & Escalation
- Prepare executive dashboards, steering committee updates, and status reports.
- Proactively manage escalations, risks, and inter-agency dependencies.
- Support senior leadership in decision-making with clear, actionable insights.
Qualifications
The ideal candidate should possess:
- 815+ years of experience in IT programme or project delivery, with strong exposure to data, analytics, or AI initiatives.
- Proven track record delivering projects within Singapore Government or regulated public-sector environments.
- Strong understanding of Agile, PMP, PRINCE2, or hybrid delivery methodologies.
- Experience managing large, complex, multi-vendor programmes.
- Excellent stakeholder management, leadership, and communication skills.
- Strong grasp of governance, risk management, and compliance in public-sector delivery.
- Certifications (preferred): PMP, PRINCE2, Agile certifications (SAFe, Scrum Master, or equivalent).
