Job Description
Within GTO, Group Architecture and Digital Technologies (GADT) is responsible for end-to-end enterprise architecture as well as the design, delivery and maintenance of our digital banking platforms across Retail banking (TMRW) and Wholesale banking (Infinity).
Who We're Looking For
UOB is embarking on the next phase of its digital banking transformation, with a strong focus on modernisation, scale, resilience, security and customer experience across the Group. We are seeking an experienced and visionary technology leader to join us as Executive Director, Head Digital Delivery, a senior leadership role with end-to-end accountability for digital banking platforms across Retail and Wholesale Banking.
Reporting to the Head of Group Architecture & Digital Technology (GADT), you will lead the end-to-end technology strategy, delivery and operations across our Digital Banking platforms spanning both Retail and Wholesale banking while scaling and optimizing a global delivery organization (500 engineers) across on-shore and off-shore locations. You'll be responsible for owning delivery outcomes, production reliability, regulatory compliance, and continuous improvement to accelerate business growth and customer experience across ASEAN markets and China.
What You'll Do
Strategic Leadership
Define and execute the technology strategy for digital banking across Retail and Wholesale as part of a broad modernisation program. Shape multi-year roadmaps balancing innovation, stability, security, scalability and cost efficiency. Drive platform convergence and reuse while enabling domain-specific capabilities that enhance customer experiences.
Budget, Vendor & Portfolio Management
Oversee program/portfolio planning, dependency management, and release governance across channels. Own prioritization, estimation frameworks, capacity planning, and delivery outcomes across the digital banking portfolio. Ensure transparency on progress, risks, dependencies, and benefits realization. Manage strategic vendor relationships, contingent workforce, and offshore delivery centers.
Delivery and Engineering Oversight
Optimize delivery processes across the SDLC by adopting AI-driven tooling, best practices, estimation models, and harmonizing Scaled Agile (SAFe) and Waterfall approaches. Own delivery of digital banking platforms across mobile, web, engagement systems, workflow platforms, APIs, and integration layers. Enforce modern engineering practices (Agile, Microservices, Containerization, DevSecOps, CI/CD, SRE) to ensure high availability, resilience, and performance.
Digital Architecture, Platforms, and Modernisation
Set architectural direction in partnership with Enterprise Architecture. Lead modernization initiatives including cloud-native adoption, real-time event-driven architecture, domain-driven design, microservices, containers, and API integration. Champion shared platforms and common services to accelerate delivery and reduce complexity.
Stakeholder Management
Serve as a trusted technology partner to senior leaders across Technology & Operations, Retail, Wholesale, and Group functions. Provide input on product launches, technical feasibility, delivery roadmaps, partnerships, and market expansion. Influence at executive level with a focus on business outcomes and customer impact.
Team Leadership
Recruit, develop, and retain top talent. Foster a culture of engineering excellence, accountability, innovation, and continuous improvement across Retail and Wholesale digital teams, engineering chapters, tribe leads. Drive capability development, role clarity, and career pathways.
Risk, Security & Regulatory Excellence
Ensure compliance with MAS and global regulatory standards for resilience, data protection, and auditability. Embed security-by-design and privacy-by-design principles. Collaborate with Technology Risk, Cyber Security, Infrastructure, and Compliance teams to proactively manage risks.
The knowledge, experience and qualifications you'll need to succeed
- Proven track record (15+ years) in digital delivery leadership within large financial institutions or technology organizations.
- Demonstrated success building and running delivery at scale (circa 500 engineers) across on-shore/off-shore and multiple geographies, preferably across ASEAN and China
- Strong understanding of Retail and Wholesale Banking processes, digital platforms, and emerging technologies to meet customer/user expectations and the customer journey.
- Strong practical command of delivery methodologies - program management, estimation, Disciplined Agile, SAFe, and Waterfall; ability to tailor models to business/regulatory needs.
- Track record uplifting modern engineering standards (architecture, DevOps, test automation, performance, security) and maturing SRE/observability. This may include API platforms, event streaming, microservices, container orchestration, automated QA, performance engineering.
- Hands-on production support leadership with measurable outcomes (stability, MTTR, release reliability) and a bias for continuous improvement.
- Exceptional stakeholder management and communication skills, with the executive presence to negotiate and influence stakeholders in complex matrix organisations, driving consensus amongst differing viewpoints and objectives.
- Talent magnet and coach of leaders; proven ability to scale leaders of leaders.
