Role Summary
This senior leadership position in the APAC HR team is a senior role with a dual focus, accountable for both strategic talent management and learning design and delivery. The role offers a dynamic 50:50 split, with direct responsibility for the end-to-end learning agenda, strategy, delivery, and budget for Singapore, as well as lead talent management strategies such as succession planning, talent reviews, and capability building across APAC.
This role partners closely with senior business and HR stakeholders to ensure all talent and learning solutions are future-focused, business-aligned, and deliver measurable impact. The incumbent collaborates with global and regional teams, manages external vendors, and leverages data-driven insights to drive continuous improvement and innovation in talent and learning across the organization.
Talent Management (APAC)
- Lead high-impact talent initiatives including succession planning, talent reviews, and high-potential development across APAC.
- Partner with business and HR leaders to identify and close critical talent gaps, building a robust leadership pipeline for the future.
- Implement and embed leadership and technical competency frameworks and integrate it into talent and learning processes.
- Drive talent analytics, reporting, and insights to inform decision-making and measure the effectiveness of talent initiatives.
- Support the implementation of global and regional talent frameworks, ensuring alignment with Mizuho's business strategy and culture.
Learning Design & Delivery (Singapore & APAC)
- Develop and own the Singapore learning strategy, agenda, and delivery, partnering with Singapore HR and senior management to create and execute the annual learning plan.
- Design, launch, and manage leadership and professional development programs for all career levels in Singapore and across APAC.
- Drive innovation in learning through digital, blended, and data-driven approaches, measuring and optimizing program impact.
- Manage the Singapore learning budget, ensuring effective resource allocation and compliance.
Stakeholder & Vendor Management
- Establish and maintain strong relationships with senior business and HR stakeholders throughout the region, serving as a trusted advisor and strategic influencer.
- Manage external vendors and partners to deliver high-quality, innovative learning solutions
- Collaborate with the L&D Operations team to ensure seamless delivery and an exceptional learner experience.
Facilitation & Capability Building
- Facilitate key programs in leadership, culture, DEI, and manager capability.
- Develop and mentor internal facilitator and trainers, nurturing a culture of continuous learning.
Continuous Improvement & Innovation
- Stay abreast of industry trends, regulatory changes, and emerging talent and learning technologies.
- Foster a culture of continuous improvement, leveraging feedback, data, and external benchmarks to enhance talent and learning effectiveness.
- Drive the adoption of digital, blended, and innovative approaches to scale talent and learning solutions.
Governance & Compliance
- Ensure all talent and learning programs and processes are compliant with internal policies and external regulatory requirements.
- Support audits, risk management, and reporting as required.
Regional Engagement
- Occasional travel within APAC to support program delivery and stakeholder engagement.
RequirementsQualifications And Skills
- Approximately 15 years of experience in talent and learning roles within multinational organizations, preferably in the financial services sector.
- Deep expertise in talent management including succession planning, talent reviews, high-potential development, as well as large-scale learning program design and delivery.
- Proven ability to partner with senior business leaders and HR to drive strategic learning agendas and organizational transformation.
- Strong experience in instructional design, facilitation, and use of digital or blended learning solutions.
- Demonstrated success working in regional or global roles, with strong cross-cultural collaboration skills.
- Strong business acumen, analytical abilities, with capability to leverage data for decision-making and to measure impact.
- Experience managing budgets, vendors, and complex projects effectively.
- Demonstrated change leadership, adaptability, and a commitment to continuous improvement.
- Excellent communication, consulting, and stakeholder management skills.
- Proficiency in English is required; additional Asian languages skills are an advantage.
