Job Description

We are seeking for an experienced and strategic Director to lead our Construction & Management Unit (CMU) within the Coastal Engineering & Management team. In this leadership role, you will provides provide strategic direction and oversight for construction management, site delivery, technical governance, and client engagement across a diverse portfolio of coastal, marine, civil and structural, and infrastructure projects in both local and international markets.

The successful candidate will play a pivotal role in driving project excellence, strengthening organisational capabilities, and shaping the continued growth of the CMU.

Key Responsibilities

  • Provide strategic leadership for the Construction & Management Unit (CMU), overseeing construction delivery, site operations, technical governance, and organisational growth.
  • Represent CMU in cross-functional, regional, and corporate strategic initiatives that support the organisation's business objectives.
  • Lead in strategic engagement, to strengthen CMU's operational performance, project delivery, client satisfaction, and long-term business growth.
  • Build and maintain executive-level relationships with clients, government agencies (e.g. JTC, DSTA, HDB), and key stakeholders, serving as the primary representative for construction and site delivery matters.
  • Lead business planning, resource management, and commercial oversight, including contract administration and the management of contractors and subconsultants.
  • Set strategic direction for CMU and optimise the deployment of engineering resources, including Engineers and RE/RTO site supervision teams, across the project portfolio.
  • Develop organisational capability by overseeing career and talent development of the entire CMU
  • Drive excellence in project delivery by overseeing construction performance, site supervision quality, commercial outcomes, programme delivery, and risk management across multiple projects.
  • Drive technical governance, health, safety and environmental (HSE) compliance, and adherence to applicable codes, standards, and regulatory requirements across all CMU projects.
  • Support tender submissions, technical proposals, and business development opportunities involving construction and site delivery scope.

Requirements

  • Bachelor's Degree in Civil or Environmental Engineering, or a related discipline recognized by relevant professional bodies (e.g. BCA, IES, ACES, PE Board); Professional Engineer registration preferred.
  • Extensive relevant experience in construction and site supervision for coastal, marine, civil & structural, geotechnical, and/or infrastructure projects, including substantial experience in a senior leadership or project directorship role.
  • Proven track record in managing large, multi-disciplinary construction/site teams (Engineers, RE/RTOs).
  • Demonstrated success in managing complex projects and cultivating strong relationships with government agencies, clients, contractors, and other key stakeholders.
  • Strong understanding of site execution, contract administration, and construction risk/commercial management.
  • Excellent leadership, interpersonal, and communication skills, with the ability to influence stakeholders at all organisational levels.
  • Proven experience in team developing high performing teams through coaching, mentoring, and organisational capability building.
  • Strong knowledge of Singapore's standard forms of construction contracts, such as PSSCOC, REDAS, and FIDIC, with experience in contract administration and commercial management.
  • Proficient in Microsoft Office (Word, Excel, PowerPoint); Familiarity with construction and project management software will be an advantage.
