We are seeking an experienced Programme Manager at Director level to lead finance change initiatives within banking industry.This role sits at the intersection of Finance, Technology, andTransformation, driving strategic programmes that enhance financial systems, regulatory reporting, and operational efficiency. You will be responsible for overseeing large-scale, cross-functional programmes that impact general ledger, regulatory reporting, reconciliation, and finance platforms.
Key Responsibilities
- Lead and deliver complex finance transformation programmes including system implementations, process re-engineering, and regulatory reporting changes (e.g., Basel, MAS TRM, IFRS, GST).
- Manage end-to-end programme lifecycle from initiation to closure, including budgeting, planning, risk management, governance, and stakeholder reporting.
- Partner with Finance, Risk, Technology, and Operations teams to align programme objectives with business goals and regulatory requirements.
- Oversee vendor selection, contract negotiation, and delivery management for finance systems (e.g., SAP, Oracle, Axiom, or other finance platforms).
- Establish and chair programme governance forums, providing regular updates to C-suite stakeholders, steering committees, and regulators as needed.
- Drive change management and user adoption, ensuring smooth transition of new finance processes and systems into BAU.
- Manage a team of project managers, business analysts, and technical leads, providing mentorship and direction.
- Ensure compliance with internal policies, external regulations, and audit requirements throughout the programme lifecycle.
Requirements
- Minimum 15 years of experience in programme or project management within banking or financial services, with at least 5 years focused on finance change initiatives.
- Proven track record of delivering large-scale finance transformation programmes
- Experience managing programmes with budgets exceeding $5-10 million and cross-functional teams of 20+ members.
- Strong understanding of finance processes including GL, accounts payable/receivable, reconciliation, month-end closing, and regulatory reporting.
- Knowledge of regulatory reporting requirements in Singapore (e.g., MAS Notice 610, MAS 755, GST, IFRS 9/17) is highly preferred.
- Understanding of data governance, finance data models, and integration patterns between finance and core banking systems.
- Excellent stakeholder management skills, with experience engaging CFO-level executives, Finance Heads, and Technology leaders.
- Strong communication and presentation skills, able to translate complex finance and technical concepts into business-friendly language.
- Proven ability to navigate ambiguity, manage competing priorities, and drive decisions in a fast-paced banking environment.
- Strong problem-solving, negotiation, and conflict resolution skills.
Education & Certifications
- Bachelor's degree in Finance, Accounting, Business, Information Technology, or a related field. MBA or relevant Master's degree is a plus.
- Certifications such as PMP, PRINCE2, Agile (SAFe, ScrumMaster) , or CPA/CA are highly advantageous.
Preferred Qualifications
- Experience working in Finance Change, Group Finance, or Treasury functions within a bank.
- Knowledge of data analysis will be a plus
- Familiarity with data visualisation tools (e.g., Tableau, Power BI) for finance reporting.
- Prior experience in regulatory implementation projects (e.g., Basel IV, MAS TRM, IFRS 17).
