Job Description

Purpose

This role is accountable for the overall leadership, performance, and strategic direction of the Property & Buildings sector business. The role provides end‑to‑end ownership of sector outcomes, including client engagement, project delivery, financial performance, and organisational capability. It ensures alignment of sector plans with WSP Global and Asia strategic priorities, while driving sustainable growth and operational excellence.

Operating at a senior leadership level, the Sector Director acts as the central point of accountability for the sector performance, balancing commercial outcomes, delivery quality, risk management, and long-term capability development across a multi-disciplinary business.

  • Sector Strategy & Leadership
  • Develop and implement the Property & Buildings market sector strategy, aligned with WSP Global and Asia Strategic Plans
  • Translate strategic priorities into clear business plans, targets, and operational actions
  • Identify growth opportunities and position the sector for sustainable expansion and market relevance
  • Accountable for sector performance, including full profit & loss (P&L) responsibility
  • Oversee financial health through forecasting, cost control, revenue delivery, and margin optimisation
  • Lead regular project and financial reviews, ensuring accuracy of: Cost-to-complete, Variation orders and Forecast performance
  • Ensure strong governance and risk management across the sector
  • Accountable for the overall performance and successful delivery of all projects within the sector
  • Ensure projects achieve intended outcomes in terms of quality, schedule, safety, and client expectations
  • Conduct regular project performance reviews with Subsector/Department Heads
  • Drive consistency in delivery standards, processes, and accountability across project teams
  • Lead client relationship management across the sector, maintaining strong, long-term partnerships
  • Represent the sector in engagements with key clients, stakeholders, and industry partners
  • Support cross-sector collaboration across Singapore, Asia, and the wider WSP network
  • Promote and enable cross-selling opportunities across disciplines and markets
  • Accountable for the sector opportunity pipeline, including pursuit strategy and work winning activities
  • Provide strategic oversight on major bids and positioning strategies
  • Ensure a disciplined approach to opportunity selection, conversion, and delivery readiness
  • Collaborate with Department/Subsector Heads to ensure effective resource planning and utilisation across a multi-disciplinary workforce
  • Balance resourcing priorities to support both delivery requirements and growth opportunities
  • Drive alignment of workforce planning with sector strategy and pipeline demand
  • Provide leadership to ensure structured talent development across the sector, including capability building for current and future business needs
  • Establish and oversee succession planning for key leadership and critical roles, ensuring continuity and bench strength
  • Support and hold leaders accountable for performance management, coaching, and career development of their teams
  • Foster a positive and inclusive culture that promotes engagement, accountability, and collaboration
  • Lead and drive follow-through on employee engagement initiatives, including actionable outcomes from WSP Listens (or equivalent feedback mechanisms)
  • Ensure engagement feedback is translated into practical, trackable actions that improve employee experience and team effectiveness
  • Provide oversight of technical governance, standards, and assurance frameworks within the sector
  • Act as Registered Qualified Person (QP) where required for statutory submissions
  • Ensure all projects comply with regulatory requirements, professional standards, and internal procedures
  • Enforce compliance with SHEQ (Safety, Health, Environment & Quality) policies and procedures across the sector
  • Promote a culture of safety, quality, and risk awareness
  • Ensure risks are identified, monitored, and effectively managed across all projects and operations
  • Sector revenue, profit, and margin performance

  • Degree in Civil & Structural, Mechanical, Electrical Engineering, or an equivalent recognised professional qualification
  • Postgraduate qualification in engineering, business administration, or a related field is preferred to support leadership and strategic responsibilities
  • Relevant professional registration (e.g. Professional Engineer), with ability to undertake statutory responsibilities where required
  • At least 15 years of relevant experience in engineering or construction-related sectors, with exposure across delivery, client engagement, and business operations
  • Minimum 5 years in senior leadership roles (e.g. Technical Director or equivalent), with accountability for business, delivery, and team performance
  • Demonstrated track record in successful project delivery and management of performance at portfolio or sector level
  • Extensive experience in project and programme management, including financial oversight, risk management, and delivery governance
  • Sound knowledge of industry regulations, statutory requirements, and professional standards relevant to the built environment sector
  • Good understanding of commercial drivers, including project performance, cost management, and resource allocation
  • Familiarity with multi-disciplinary project environments, involving engineering, architectural, and specialist functions
  • Demonstrated ability in organisational leadership and management, including leading teams through others and driving alignment across functions
  • Strong interpersonal and stakeholder management skills, with the ability to engage effectively with clients, partners, and internal leadership teams
  • Well-developed communication skills, including the ability to present ideas clearly and engage in senior-level discussions
  • Exhibits sound judgement, professionalism, and diplomacy in managing complex stakeholder environments
  • Able to influence outcomes through clear communication, collaboration, and structured decision-making
