Director, Projects

The Development & Facilities Management Office (DFMO) at NTU invites applications for the role of Director, Projects. As the senior-most leader within the Project Division, the Director will oversee the strategic planning, execution, and delivery of NTU's major capital developments, infrastructure projects, and campus enhancement initiatives. This role is critical in shaping NTU's built environment in support of its mission to provide a world-class education and research ecosystem.

Job Responsibilities

  • Lead the end-to-end management of large-scale capital projects, including new buildings, major redevelopments, and complex additions & alterations (A&A), as well as Renovation & Redecoration (R&R) works.

  • Provide strategic direction in project planning, design governance, contract and procurement management, and budgetary oversight to ensure projects are delivered on time, within scope and budget.

  • Oversee campus land-use planning and real estate development initiatives to optimize space utilisation aligned with NTU's long-term strategic objectives.

  • Direct coordination and engagement with government agencies (e.g., LTA, PUB, SCDF) on infrastructure works affecting NTU land, ensuring smooth integration with national infrastructure projects.

  • Foster a culture of safety and compliance by leading workplace safety and health (WSH) initiatives across all project activities.

  • Manage and develop a high-performing multidisciplinary team of project professionals, consultants, and contractors.

  • Collaborate closely with internal stakeholders, academic units, and external consultants to balance competing priorities and deliver outcomes that support NTU's academic and operational goals.

  • Lead business development efforts by assessing new project opportunities, conducting feasibility studies, and supporting fundraising or partnership initiatives related to campus development.

  • Ensure rigorous contract administration, risk management, and quality assurance practices throughout the project lifecycle.

  • Prepare and present comprehensive project reports, risk assessments, and financial updates to senior management and governing bodies.

Job Requirements

  • Degree in Architecture, Electrical Engineering, Mechanical Engineering, Construction Management, or a related field. Registration as a Professional Architect or Engineer is highly advantageous.

  • At least 20 years of management experience in the built environment, with a strong track record in leading large-scale construction projects (S$50 million and above), including A&A, R&R and new-build developments.

  • Strong knowledge of engineering principles, regulatory requirements, workplace safety, and sustainability practices relevant to campus development.

  • Proven leadership skills with the ability to manage diverse teams, engage senior stakeholders, and coordinate complex, multi-disciplinary projects.

  • Familiarity with business development activities, including opportunity assessment and stakeholder engagement, to support strategic growth initiatives.

  • Strong communication, problem-solving, and organizational abilities, complemented by proficiency in project management tools and Microsoft Office.
