Director, Project Management Office

The Director, PMO will lead the end-to-end design, development, and delivery of key infrastructure projects undertaken by the Labour Movement. This role is responsible for establishing project leadership, mitigating execution risks, and ensuring the long-term commercial viability of the various infrastructure facilities. The Director will drive alignment across NTUC entities and affiliates while reporting progress through the Director, Special Projects to NTUC Senior Management.

Key Responsibilities:

1. Strategic Oversight & Facility Planning

  • Lead comprehensive master planning, spatial programming, and design of the infrastructure facilities from inception to completion.
  • Enforce rigorous stage-gate reviews for conceptual, schematic, and detailed design phases to protect institutional value.
  • Ensure all facility plans align directly with the strategic objectives of NTUC leadership and vision.

2. Construction Management & Technical Feasibility

  • Oversee infrastructure construction, ensuring strict compliance with quality standards, regulations, project timelines, and approved budgets.
  • Act as the primary interface with consultants, developers, and various statutory agencies.
  • Lead technical feasibility assessments, value engineering exercises, and development phasing strategies and launch relevant consultancies if required.

3. Business Model & Operations

  • Develop robust operating, outsourcing, and partnership models to ensure the long-term financial sustainability of the facilities.
  • Evaluate commercial viability, ownership structures, and lifecycle replacement costs.
  • Structure commercial agreements for operators, tenants, and joint-venture partners.

4. Stakeholder Engagement & Alignment

  • Coordinate across a complex ecosystem of internal and external stakeholders, including architects, contractors, and regulatory bodies.
  • Drive strategic alignment and unified messaging across all NTUC entities, affiliates, and leadership circles.
  • Manage community, partner, and government agency relationships.

5. Governance, Risk & Reporting

  • Establish a comprehensive risk management framework to monitor, mitigate, and escalate project and financial risks.
  • Work with Finance & Investment Stewardship Office closely to provide transparent, data-driven progress reports, cash flow forecasts, and variance analyses.
  • Deliver regular performance updates and proposal papers to the Director, Special Projects.

Job Requirements:

  • Bachelor's or Master's degree in Project Management, Civil Engineering, Architecture, Real Estate, or a related field, with professional certifications (e.g., PMP) preferred.
  • Minimum 12–15 years of experience leading large-scale capital developments, township projects, or major commercial/hospitality facilities.
  • Must have a proven track record working within a Real Estate Developer environment.
  • Proven success managing projects (beyond $100M) from master planning and statutory approvals through to construction and operations.
  • Deep familiarity with Singapore's regulatory frameworks is required. Direct experience working with the Building and Construction Authority, Urban Redevelopment Authority (URA) guidelines, land-related approvals, outline applications, and master planning submissions is highly advantageous.
  • Strong experience in real estate financial modelling and operational business planning.
  • Exceptional communication and relationship-management skills, with a track record of navigating organizational matrix and government bodies.
  • Demonstrated ability to build, inspire, and lead a lean team of project managers.
