Job Description

Roles at Group/HQ Level:

  • Responsible for planning and executing the strategic & operational strategies, managing resources for the assigned sections, and working directly with the related teams to determine and implement Armstrong's vision, direction, and strategy.
  • Drive business- enabling technology, leading new opportunities, and avenues through digital transformation, and maintaining a secure, efficient, and innovative IT environment.
  • Jointly collaborate with group management leaders to comprehensively assess and analyse short to long-term business trends, potential impact, and risk mitigation.
  • Provide comprehensive guidance and direction encompassing technical and non-technical aspects while addressing technology opportunities and challenges.
  • Formulate and implement IT-related policies and procedures, oversee internal customer relations, and collaborate directly with department heads to fulfill their technology needs.

Roles supporting SBU:

  • Ensure Group IT Strategic Goals are cascaded and understood by the OBU Head & IT Team.
  • Establish a secure, streamlined, innovative IT ecosystem within the SBU.
  • Enable, coach, and support the successful implementation of strategic initiatives & digital transformation projects.
  • Facilitate sharing of regional progress, including updates of lessons learned, benchmarking, and Best Practices to raise institutional learning and capability.
  • Proactively leading and driving the use of Business Applications and Systems (ERP, MES, WMS, CRM)

Responsibilities

Mid to Long term Strategic & Predictive Preparation (30%)

  • Plan, develop, and communicate effective inward- and outward-facing IT strategies, solutions, and action plans driven by environmental scanning and assessing the business future needs and long-term strategic direction.
  • Develop a robust strategy and roadmaps for defining and managing a future-ready IT infrastructure, optimizing its capacity, availability, and synchronisation to enable an organization's business operations
  • Conceptualise and drive enhancement of the user's interaction and engagement with an IT product and/or service based on a robust analysis and understanding of the product and/or service's performance vis-a-vis the user's desired experience and outcomes.
  • Define the Data architecture and infrastructure for the Group to enable knowledge management exchange and sharing.

Planning & Operational Execution (50%)

  • Establish policies, procedures, and principles covering connectivity, capacity, security, access, and interfaces, and translate that into the specifications, outline, and design of IT infrastructure within the organization to support the business requirements, including cloud solutions.
  • Identify and scope business requirements and priorities through rigorous information gathering and analysis and clarify solutions, initiatives, and programs to enable effective delivery.
  • Manage vendor performance, ensuring SLA is met and ensuring investments are monitored and optimized.
  • Conduct training and advise business owners.
  • Support the Change Control Board Secretariat, ensuring that all Change Requests have been assessed for impact on business operations, existing system resources, and maintainability.
  • Promote knowledge sharing through the organization's operational business processes and systems by strengthening links between knowledge sharing and the information systems.
  • Participate in key project and company meetings, providing regular updates & reports to the Head of Department, stakeholders, and leadership team.

Data Analysis and Reporting (20%)

  • Specify and create a data structure or database model, including the setting of various parameters or fields that can be modified to suit different structured or unstructured data requirements, the design of data flow, as well as the development of mechanisms for maintenance, storage, and retrieval of data based on the business requirements.
  • Collate information and feedback from various functions and OBUs to understand the effectiveness of IT functions in supporting the business.
  • Analyze the feedback and information and incorporate the strategies and guidelines to raise the level of effectiveness.
  • Prepare reports and documentation required by regulatory agencies such as PDPA.

Experience

  • Minimum of 10 years experience in Business Intelligence and Big Data platforms

Qualifications

  • Bachelor's degree in computer engineering, Analytics, Decision Science, Big Data
  • Possess strategic and innovative mindset and yet Hands-on.
  • Strong leadership and implementation capabilities
  • Proficiency in spoken and written Mandarin is an important requirement due to the Group's sizeable presence in the China market.
