Director, Group Finance (Healthcare Funding & Finance Transformation)

About the Role

We are partnering with a leading healthcare organisation in Singapore to identify an experienced finance leader to drive healthcare funding strategy, finance transformation, and enterprise-wide financial governance initiatives.

Reporting to the Group Chief Financial Officer, this role will lead the development and implementation of funding models, financial planning frameworks, budgeting transformation, and finance technology initiatives to support long-term organisational sustainability and healthcare transformation objectives.

Responsibilities

Healthcare Funding & Financial Strategy

• Lead the development and implementation of healthcare funding and resource allocation frameworks.
• Partner with government agencies and key stakeholders on funding methodologies, policy implementation, and financing initiatives.
• Evaluate funding implications and provide strategic recommendations to senior management.
• Support the design and enhancement of sustainable healthcare financing models.

Finance Transformation & Enterprise Planning

• Drive enterprise-wide budgeting, forecasting, and financial planning transformation initiatives.
• Develop resource allocation methodologies, performance measurement frameworks, and management reporting capabilities.
• Establish governance processes, financial controls, and accountability frameworks across the organisation.
• Design executive dashboards and reporting tools to support strategic decision-making.

Payment Models & Financial Governance

• Lead the implementation and governance of provider payment and reimbursement models.
• Ensure alignment between funding mechanisms, operational objectives, and organisational performance outcomes.
• Oversee financial modelling, reporting integration, and process standardisation initiatives.

IT Finance & Digital Transformation

• Lead finance-related technology transformation initiatives and system enhancements.
• Provide financial oversight for strategic technology investments and digital transformation projects.
• Support business case evaluation, investment planning, cost governance, and post-implementation reviews.
• Drive data harmonisation and enterprise reporting capabilities across finance functions.

Requirements

• Degree in Finance, Accounting, Business, Economics, or a related discipline.
• Minimum 15 years of relevant finance experience, including leadership responsibilities.
• Strong experience in financial planning & analysis, finance transformation, budgeting, or enterprise finance management.
• Experience leading large-scale finance system implementation or transformation projects.
• Exposure to healthcare, public sector, government-linked organisations, or regulated industries will be advantageous.
• Strong stakeholder management skills with the ability to engage senior leadership and external agencies.
• Proven experience managing complex financial models, business cases, and strategic planning initiatives.
• Excellent analytical, communication, and presentation skills.
